The principle of the establishment of this simple but effective social support tool is aimed at those citizens who find themselves in severe economic hardship, after having lost their jobs, or have been unemployed for some time. In a period when everything was heralded during the election campaign, the citizenship income was the proposed measure that most attracted the votes and gave hope to less fortunate citizens.

The leader of the M5S Luigi Di Maio rightly corrected the roll by saying that the citizenship income had to be given to citizens who would have worked for the community anyway. In short, Luigi Di Maio has proposed something that already exists, namely public utility works and socially useful works.

A "social safety net" that has guaranteed the survival of hundreds of thousands of families throughout Italy which, however, have few funds allocated and, in any case, even in the presence of the same the governors of the regions do not always use them for the purpose for which they were intended.

The case that has attracted the attention is that raised by the young mayor of the municipality of Limavady, in the province of Benevento, Domenico Parisi. Given the demonstrated competence and the results achieved by his administration, we could talk about a long-term politician.

Parisi has seen funding removed from 14 users of its municipality. But in Campania, almost three thousand would have lost support. An "unlikely" situation, three thousand families left to their fate. Domenico Parisi, then, took pen and paper and had the audacity to go directly to the Minister Luigi Di Maio. "It is necessary to immediately run for cover", Said Parisi, contacted by telephone. "It is not possible that the administrations do not move for their own citizens", Continues Parisi,"I want to ask Di Maio to intervene urgently, just to give concrete answers to citizens, replies that citizens deserve to receive". Parisi concludes, "I have on my conscience the families of my municipality, but also those of all the Italian towns and I will not stop bringing in all the institutional tables the question that is vital for hundreds of thousands of Italians".

The initiative of the mayor of Limatola is truly commendable and has already obtained the support of various local political forces. We will closely follow the entire story to give voice to social emergencies such as the one carried out by the mayor Domenico Parisi who should be supported in his meritorious political activity also by ANCI, immediately… !!!

The LSU and LPU tool was introduced in 1993 with the idea of ​​supporting workers who had lost their jobs following the dismissal of SMEs (small and medium-sized companies), placing them in layoffs for carrying out socially useful jobs for the community in the municipality in which they reside.

The LSUs or LPUs do not involve the establishment of a fixed-term or permanent employment relationship, and therefore the performance of such "socially useful" jobs does not result in the cancellation from mobility lists.
