The amendment renewing self-certifications has started

After the uncertainties of the last few days, the amendment to the Milleproroghe was approved overnight, allowing the delays to self-certification of families regarding vaccinations for access to school.

The provision, which takes as originally planned for the school year 2017 / 2018 which, allowed the presentation of a self-certification pending the launch of the national vaccination registry, will allow children in the age range between 0 and 6 years of attend the kindergarten and nursery schools upon presentation by parents of a declaration replacing the vaccine certification.

The substitutive declaration can be presented in every moment and, once presented, will allow the minor to attend school and the nest. The substitutive declaration may also have as its object the vaccination reservation Expected, also for the 2018 / 2019 annual calendar year, the indications provided, in relation to the substitutive declaration, from the Health-Education Circulars issued in the 2017. The provision sets for the March 10 2019 the final date by which the documentation proving the fulfillment of the vaccination obligations must be presented. It remains established that the substitutive declarations will be subject, as per law, to the verification of their veracity, an operation already carried out by the Carabinieri del Nas with strict controls in the schools.

The heart of the issue therefore remains the implementation of the vaccine registry an instrument that would facilitate the task of the school administrations, which could be immediately reflected in the parents' statements on the state of vaccinations of their children. A way, in short, to speed up the enrollment of schools for hundreds of thousands of boys and girls. An instrument, however, that finds it difficult to be realized and made fully functional.

In fact, despite the various legal obligations, some regional administrations have not yet succeeded in realizing their immunological registers, thus lengthening the time for the creation of the national registry.

National vaccine registry

As the name suggests, the vaccine registry is (or should be) a registry created and edited by the health administrations of the various Italian regions, in which are transcribed all the vaccines that are subjected in the course of life. As explained in a statement by the Ministry of Health of July 2018, the registry will be essential to start the vaccine-vigilance and essential, as mentioned, to facilitate the lives of parents, no longer forced to produce certifications certifying the vaccine status of their children.

Digital vaccine registry, what is it for?

At the same time, regional health administrations must pursue the development and integration of the digital vaccine registry, a database that can be accessed and consulted on the Internet by both those directly involved (the parents in this case) and the health and education administrations of the various Italian regions. Thanks to the digital vaccine registry, in case of transfer to another region we should not be issued with any certification for compliance with the vaccine obligation: the school or ASL of the new municipality of residence will only have to access the children's card, download it and verify that they are in good standing with all the expected vaccinations.

Provided by a law of 2017, the national vaccine registry has encountered more than a few difficulties and, more than 400 days after its promulgation, some regions have not yet started the process for its establishment. According to the latest analysis dating back to 2016, 18 are the Italian regions that have implemented a digital vaccine registry in the ASL of all the provinces. Of these, the ASLs of 11 regions use the same software: this means that communications and data exchange between ASLs of different regions are simplified and automated, requiring no conversion or transformation. In short, despite the delays accumulated over the years and the failure to meet the deadlines set by law, the creation of a national digital vaccine registry is now almost complete.
