Libya Dossier, the turning point last July during the meeting between Conte and Trump. Haftar in Rome asks for command of the army

(by Massimiliano D'Elia) The Italian government, as regards the "Libya dossier", collects the fruits of the Washington agreements of the last 30 July between the premier Giuseppe Conte and the American president Donald Trump. In the press conference organized at the end meeting the American president Donald Trump he had talked about "strategic dialogue"With Italy, based on cooperation that varies from energy to immigration, passing to the commercial issue. Trump had praised the Italian government's efforts on immigration. A strong country, said Trump, with very boundaries  strong. "Many other countries in Europe should join Italy". Then Trump said that America and Italy intend to start one control room to stabilize the situation in Libya and in North Africa. The US president also referred to the trade deficit between the US and Italy which stood at 31 billion dollars about. Trump publicly asked Conte to incentivize imports of American products into Italy. Thank you from Trump for the purchase of F35 (produced by a consortium of American, British and Italian companies), the cost of which varies from 94 million dollars to 122 million dollars per piece. Another important chapter was the one dedicated to the Tap (Trans-Adriatic Pipeline), the gas pipeline that starts from the Caspian Sea (Azerbaijan) to reach Italy via Greece and Albania.  Hence the turning point of the Libyan dossier, hence the decision to give political value to the summit of Palermo, which in fact canceled the French ambitions to favor the 10 December political elections.

The developments on the "Libya dossier"

General Kalifa Haftar has been in Rome in these days for a series of institutional meetings in order to seriously acknowledge the UN "road map" for the future stabilization of Libya.

The element that made the strong man of Cyrenaica gain more weight was the continuous successes on the field of his army. Last conquests the cities of Sabrata and Zawiya, important ports of departure for the boats of migrants.

This week, therefore, a pincer move was activated, the result of skilled international diplomatic maneuvers. Al Serraj, president of the High Council based in Tripoli met Lady Pesc Federica Mogherini, US Secretary of State Mike Pompeo and NATO head Jean Stoltemberg in Brussels. General Haftar, on the other hand, met the US ambassador to Tunisia Daniel Rubinstein in Rome and a few days ago the EU ambassador Alan Bugeja in Benghazi. He then met with the Italian premier, Giuseppe Conte to discuss migrants and oil.

Ultimately, the two greatest exponents of the Libyan scene, Al Serraj and Haftar, in a transversal manner, are deciding the fate of Libya with the longa manus of the USA, EU, UN and Italy. Defiladed the position of France that on the Libyan dossier, after several attempts to avoid shared solutions, has had to give up because it has to deal with internal problems with a higher social impact.

Returning to the meeting between Haftar and Conte, the general asked the Italian government to implement the memorandum of understanding signed in 2007 by the European Commission and Gaddafi's Libya, which also provided for an integrated surveillance system along the Libyan land borders. The Parliament of Tobruk through Haftar requested, instead, the reactivation of the collaboration protocol signed on December 29, 2007 in Tripoli, to deal with illegal immigration. General Haftar seeks the shore of Rome to become the next head of the Libyan armed forces, having also received the support of Russia and Egypt. Another issue raised is the request to have the UN embargo on arms lifted; this to better equip the nascent unified army and cancel the existence of dozens of irregular militias.

As for oil, the army commanded by General Haftar is also a step away from the city of Mellita, on the border of Algeria, just where Eni's important hub is located.

Finally, Haftar asked Giuseppe Conte for the immediate return of Ambassador Giuseppe Perrone to Tripoli, who left in a hurry after some declarations that Haftar himself did not like.

Most likely Haftar and Al Serraj could meet in Rome Coming soon  to establish, together, roles and dates for the forthcoming spring elections in Libya.
