Libyan High Council calls on Arab League to help United Nations peace plan processes

The Libyan High Council of State on Tuesday called on the Arab League (AL) to stand firmly against those who stand in the way of the implementation of a UN-sponsored political agreement. Abdulrahman Swehli, the head of the council, accused "some parts of the House of Representatives" of obstructing the political agreement, calling on the AL to adopt a "clear and firm position," the Council press office said. The UN-sponsored political agreement was signed by Libyan political factions in December 2015. It appointed the government of national agreement, with the aim of ending the political division in the country. But the country remained in a political crisis between insecurity and chaos. Swehli made these remarks during a meeting with Salahaddin Al-Jamali, the AL envoy to Libya, during which they discussed political developments in Libya and the UN's proposed action plan. The press office accused "some parties" of deliberately violating the terms of the agreement by taking several provocative actions. Swehli also warned against increased violations of the political agreement by the House of Representatives, saying it will undermine the political process. On Monday, Swehli criticized the unilateral appointment of a new central bank governor by the east-based House of Representatives, dismissing it as a "doomed move." Al-Jamali called on Libyan parties to resort to dialogue to ensure the modification of the political agreement, in accordance with the UN action plan. The envoy stressed that the Libyan political agreement is the "provisional constitution of Libya", which "must be approved by all to move forward in the political process". Last year, UN envoy to Libya Ghassan Salame proposed an action plan for Libya that includes amending the current UN-sponsored political deal, which holds a UN-sponsored national conference for all political factions of Libya, which adopts a constitution and ultimately elects the president and parliament.
