CGIA: taxpayers harassed by tariff increases

Although from the 2015 the regions and local authorities can no longer increase local taxes (such as the IMU, the Tasi, the additional IRPEF, the regional additional Irap, etc.), for the pockets of the Italians things have not improved. Indeed, in some cases the situation has even worsened, given that in the last 3 years the rates of public services provided by local authorities have increased by 5,6 per cent, that is, over 3 times the growth of inflation.

"With the stop to increases in local taxes - declares the coordinator of the CGIA Studies Office Paolo Zabeo - many administrators have continued to feed their revenues by acting on the tariff lever, increasing the bills for waste collection, water, fees kindergartens, canteens and bus tickets. And all this, without burdening the general tax burden, given that the price increases, unlike the increases in local taxes, do not contribute to weighing down our tax burden, even if in an equally annoying way they help to lighten the portfolios of all of us " .

In fact, between 2015 and the first 4 months of this year, the main administrative fees applied by municipalities (birth certificates, marriage / death certificates) increased by 88,3 percent. Those applied by the companies controlled by these territorial bodies for the supply of water, on the other hand, underwent an increase of 13,9 percent, those of the kindergarten by 5,1 percent, school canteens by 4,5 percent. percent, urban transport by 2 percent and waste by 1,7 percent. Inflation, on the other hand, still rose by only 1,7 per cent in this period (see Table 1).

"Although for some years the municipalities have been relieved of budgetary constraints thanks to the overcoming of the internal stability pact and have been able to count on important tariff increases - says the secretary of the CGIA Renato Mason - the resources available to the mayors are still insufficient to relaunch investments and public maintenance. Measures, the latter, which are indispensable to restore breath to the local economy and, consequently, to the world of small businesses ".

The CGIA reported that with much less resources available as a result of the transfer cuts, the Auditors and the Governors, at least until 2015, reacted by acting on the tax lever. Subsequently, as we said above, thanks to the blocking of local taxes imposed by the Renzi government, many administrators have "defended themselves" by increasing the rates and / or reducing the quality and quantity of services offered to citizens.

And confirming the low quality of public services offered by our public administration, the results of a survey drawn up last year by the EU also support us. On 23 Countries analyzed, Italy is placed at 17 ° place by quality level of our Public Administration (see Tab. 2).

In addition to the national average data, this survey also allows you to check the performance of well 206 territorial realities. Unfortunately, among the best 30 European regions, we do not find any public administration in our country. The first, or the Autonomous Province of Trento, is at the 36 ° place of the general classification. Below we find the Autonomous Province of Bolzano at 39 °, Valle d'Aosta at 72 ° and Friuli Venezia Giulia at 98 °.

The situation that occurs in the South is very heavy: well 7 regions of the South are in the last 30 positions: Sardinia at 178 ° place, Basilicata at 182 °, Sicily at 185 °, Puglia at 188 °, Molise at 191 °, Calabria at 193 ° and Campania at 202 ° place. Only Ege (Turkey), Yugozapaden (Bulgaria), Istanbul (Turkey) and Bati Anadolu (Turkey) have a worse score than the Campana Pa. Among the less virtuous realities we find also a region of the Center, that is to say the Lazio, that places itself at 184 ° place of the general classification.

Even the OECD, in its "Economic Report on Italy" of the 2017, shows that the malfunctioning of the Italian public administration has very negative effects on the performance of those who do business, on investment and productivity growth. The OECD, in fact, shows that the average labor productivity of firms is higher in areas with more efficient public administration, underlining that in the South the situation has reached very serious critical levels.
