MIPAAF: signed protocol of understanding ministry - AGEA - ANBSC to manage and better exploit the land and confiscated farms

The Ministry of Agricultural, Food and Forestry Policies announces that the Memorandum of Understanding has been signed today at the Palazzo dell'Agricoltura destination of assets seized and confiscated from organized crime. (ANBSC).

The protocol, which represents a further piece of the collaboration path undertaken by the Ministry with the ANBSC already from 2015, intends to facilitate a more efficient management of land and confiscated farms. By encouraging the sharing of information assets, the agreement has a strategic scope because it allows to know, and consequently enhance, the land assets that in recent years has been subject to seizure and confiscation thanks to the exchange of data that each person has.

Through this operating model it is therefore possible to put more information into system and return a real picture of the territories, bringing out the vocation of the land and the most appropriate tools of valorization, given the high symbolic value.

Thanks to this collaboration, moreover, it is possible to put in action the necessary actions to prevent possible frauds connected to an improper use of the community funds falling on the land or on the assets of the farm subject to seizure and confiscation.

"The agreement reached today is part of a process of conscious re-appropriation of community assets, to be brought back to the value of the community - stated Deputy Minister Andrea Olivero - Relocating a confiscated asset has a considerable level of complexity, just think of the plurality of subjects necessary for proper management. At the same time, we must support and increase the recognition of the social and economic value of the good itself from the moment of its "rebirth". This is why I believe that the network activated today can contribute to the strengthening of ethical and legal principles. Finally, I want to underline the close connection between confiscated assets in agriculture and social agriculture as a new form of coalition, solidarity and also a model of welfare in rural areas. This is the goal that I have always supported in my government mandate, already with the promotion of Law 141/2015 and with the activities of the Social Agriculture Observatory ".

PROTOCOL IN DETAIL - THE ACTIONS:

  • Updating of the Agea database with land confiscation data (for the suspension and possible recovery of disbursements not due).
  • Enrichment of ANBSC's knowledge of the specific characteristics of confiscated land and associated crops for destination planning.
  • Access to the company file by the Agency for the management of confiscated agricultural enterprises.
  • Publication and dissemination of specific land data for the purpose of incentives by local and regional authorities (and other rights holders) to requests for destination.

THE NUMBERS:

  • 13.141 real estate confiscated and returned to the community; of these the 29% are land (3.800 assets)
  • ANSBC currently has almost 7.000 assets classified as land
