🎤Appeals: agreement signed between ANAS and construction unions

The Managing Director of Anas Gianni Vittorio Armani and the general secretaries of FENEAL UIL Vito Panzarella, FILCA CISL Franco Turri and FILLEA CGIL Alessandro Genovesi signed a memorandum of understanding today in Rome, in the presence of the Minister of Infrastructures and Transport, Graziano Delrio for the strengthening of an effective information system and trade union relations necessary for the realization of the works with particular attention to the prevention of the attempts to infiltrate organized crime, to the organization of the workforce, to the structure of the construction sites, to employment and to the matter of security and hygiene in the execution of works on the road network of national interest.

The agreement covers all contracts with an amount exceeding 50 million euro and aims to promote a constant comparison between the client and the organizations representing the categories of workers with CCNL construction and similar.

The Protocol, thanks to the constant comparison between the client and the organizations representing the categories, has the objective of ensuring the maximum timeliness and speed of execution of the works that, in a context that guarantees strict compliance with the national legal provisions and community, stimulate the broadest and most qualified entrepreneurial participation and a rigorous competition and develop the potential and qualification of the workforce and the local productive apparatus.

In particular, on specific subjects identified in the protocol, the signatories propose to implement a system of relations articulated at national, territorial and operational level. During the development of the activities of carrying out the work, on a regular basis or at the request of one of the two parties, update meetings will be held on the following subjects:

- information on the progress of the work program and completion schedule;

- employment situation;

- state of relations with institutions and bilateral bodies;

- information on the application of the rules on health, safety and hygiene at work; general overview of the accidents that may have occurred; information on subcontracts and any subcontracts;

- possible reconciliation of conflicts / disputes;

- training of workers;

- problems related to the logistical conditions of workers;

- verification of the regular contribution and remuneration of the companies present on site;

Relevant to the protocol is the space reserved for workers safety. Anas and the OO.SS. they agree to establish a system of relations in the field of safety, hygiene and the work environment and to involve public health structures in order to define an intervention health plan and prompt intervention to enhance the protection of safety on construction sites.

With regard to workers' rights, Anas undertakes to include in its contracts the obligation for the contractors to guarantee the rights of their workers and employees of any subcontractors. In this regard, Anas will insert in the contract, in the special tender documents and in the agreements, specific clauses for the protection of workers that are defined within the protocol, with particular attention to the issue of correct compliance with the contractual perimeters, favoring finally the use of social clauses to protect employment.

The document signed today confirms the commitment of the parties to actively promote the culture of legality and transparency in the sector.
