In this way, a series of innovations are introduced for local authorities, with the aim of "improving the quality, action and safety in our cities through the interconnection of information and databases between law enforcement and the local police, the integration of video surveillance systems, the integration and collaboration between the operations rooms and the integrated professional updating for the operators of the local police and the police forces ", the president of Anci explained in a note and mayor of Bari, Antonio Decaro. Another front, on which the policies for integrated security will have to be developed, concerns the shared use of the systems that guarantee the technological control of the territory: video surveillance systems.

For this reason, the first element to take into consideration, within the broader framework of the methods of common use of the systems in question, is compliance with the conditions and limits set by the Code for the protection of personal data and the guidelines. of the Privacy Authority. In this sense, according to the provisions of the guidelines, it is necessary to keep in mind that “the video surveillance systems activated by the Police Forces meet the aims of general crime prevention and safeguarding public safety. Therefore, they can be used for purposes of contrasting criminal phenomena or of preventing possible disturbances of order and public safety of exclusive state competence that go beyond the scope of urban security ". Taking this into account, we read in the basic text, "the joint use of the systems" must take place in "compliance with the respective competences", repeatedly reaffirmed by the law decree, and those of "relevance and not excess" of the treatment of personal data with respect to the institutional tasks assigned, sanctioned by the aforementioned "Privacy Code". In the practical application, therefore, we read in point 5 of Annex A: "the shared use of the video surveillance equipment and, therefore, of the images taken will take place selectively, guaranteeing the local Police to have the equipment of the Forces police officers located in urban areas where phenomena relevant to urban security occur or which in any case appear to be of interest for the performance of specific institutional tasks entrusted to the local police.
