CGIA: local autonomies with 22 billion less

The CGIA reports that between the 2010 and the 2017 the public finance maneuvers by the local Autonomies have led to a contraction of the available resources equal to 22 billion. The most affected were the Municipalities. If the "sfissiciata" reached the 8,3 billions of euros in the coffers of the mayors, the lower revenues for the ordinary statute regions have stabilized at 7,2 billion. Saved by the Italians with the rejection of the constitutional referendum of 4 December 2016, the Provinces, however, have suffered a decrease in resources amounted to 3,5 billion, while the Special Statute Regions formally have not endured any contraction, even if the central state has imposed them to set aside 2,9 billions of euros.

"With much less resources available - states the coordinator of the CGIA Studies Office Paolo Zabeo - the mayors and governors, at least until 2015, have reacted by acting on the tax lever. Subsequently, thanks to the blocking of local taxes imposed by the Renzi Government, many administrators defended themselves by reducing the quality and quantity of services offered to citizens. By cutting off transfers to regions and local authorities, the central state has apparently proved sober and virtuous: in reality, the bill has been paid in large part by citizens and businesses that have undergone a huge increase in the tax levy. For example, the transition from Ici to the Imu / Tasi has increased the weight of taxes on sheds on average by 80 per cent ".

The data, elaborated by the CGIA Studies Office, refer to the 2011-2017 period. The amount of each year corresponds to the planned cuts compared to the 2010. Year, the latter, in which the Berlusconi government approved the Decree Law n ° 78 that started the season of rigor and austerity for our public accounts.

“Although for some years the municipalities have been relieved of budgetary constraints thanks to the overcoming of the internal stability pact - concludes the Secretary of the CGIA Renato Mason - the resources available are still insufficient to relaunch public investments. A measure, that of investments, which would be indispensable to give breath back to an economy that in these first months of the year seems to be fading ”.
