The dangerousness of the increasingly current 'fake news' that often even lead to a sort of media and psychological terrorism, threatens to trigger worrisome chain reactions, very difficult to control, especially in cases where they rely on the growing dissatisfaction of the population that he feels less and less protected by those who govern us.
Thanks to current technologies in use, the spread of news of dubious reliability is increasingly frequent, which are able to propagate with a frightening speed and effectiveness, very often risking to unleash real psychoses if not even popular uprisings that sometimes can even provoking reckless actions by the victims of these real scams.
This is the case of the recent chain circulated on whatsapp in recent days and concerning the hoax or alleged, referred to large sums not paid by a considerable number of users for the provision of electricity service, and whose arrears were redistributed to all other users, those perfectly in compliance with their payments.
This is due to a resolution by Arera, the Authority for Electricity and Gas, which is also responsible for waste from the 2018. The text states that part of the general systemic costs of the bills that have been outstanding since the first of January, 2016 must be covered by the end customers and not by the sales companies as foreseen in the past. An account of about 200 millions of euro that comprehensively sends on all the rage different associations of consumers, that if they take it openly with Arera, according to them, to have issued this resolution. In reality, the aforementioned Authority had no choice. The Council of State, with 2186 / 2016 ruling, has in fact annulled the Arera resolution that imposed the sellers, and not the end customers, the coverage of charges not paid by defaulters. The TAR of Lombardy later reiterated this principle in four other sentences, referring precisely to the established Council of State. The recent resolution, therefore, does nothing more than conform to a well-established jurisprudence in this area. Regarding the dangerous "popular uprising" recently aired on social media, Codacons is launching the alarm: "A very dangerous message because it also invites not to pay the bill while waiting for an unspecified sentence of the TAR, and to reduce these 35 euros from the postal bulletin. This is a hoax in every respect, which is only partly based on a real aspect ".
In this regard, on social networks and through real message chains circulated on the mobile phones of millions of Italians, a charge of 35 euro was announced on the electricity supplier's April bill. This charge was intended to cover the debts of defaulting users, ie those who have not paid their electricity bills.
But what does that "only partly relies on a real aspect" with which Codacons closes his note on this affair?
The message thus spreads a false information, distorting a true fact.
The hoax refers to the fact that the Authority for Electricity, Gas and Waste (Arera) in recent days has approved a resolution that will allow light distributors to recover some bad debts through the bills of all consumers.
In fact, according to consumers, the Authority's decision on energy aims to spread arrears on end users, but only with regard to system charges not paid by operators to energy distributors.
According to the Codacons, this is manifestly unjust because, beyond the amounts and the magnitude of the top-ups in the bill, it spreads on the honest consumers part of the debts accumulated on the electric bills. Precisely in this sense the Codacons is preparing an appeal to the TAR of Lombardy, where the resolution of the Authority for energy will be appealed, requesting its cancellation in the part in which it charges the entire community with unpaid system charges.
Also Altroconsumo, expressly quoted in the messages in question as the source of the news, distances himself: "It continues to generate panic among consumers. Let's talk about the news that warns customers in good standing with the energy bills: soon they will also have to take over the unpaid bills from the other defaulting users. To fuel the controversy, WhatsApp is circulating a message that cites Altroconsumo to give estimates and wrong advice: it is a hoax.
In the next bill there will therefore be no increase that is not due to our own consumption. Arera has already said that for at least a year nothing will happen and that, when the mechanism will start, the increases will be ridiculous and will be attributed to the charges already paid by the distributors to the GSE and never received by the suppliers.
All this obviously awaiting the announced appeal by the Codacons to the administrative court of Lombardy, with the aim of asking for the annulment of the resolution in the part in which it provides for this mechanism of compensation to the detriment of consumers.
Who invented the hoax, however, says he does not want to evade the bill tout court but that will pay "only the amount that I have with a bulletin written by hand with the amount reduced by the amount that is not due". An impossible mission, given that for now there will be no increase and, even when they start, it will be very difficult if not impossible to identify the exact amount to be reduced.
