The State Police of Latina and the Central Anti-Crime Service, as part of the strategies aimed at combating the accumulation of illicit assets, carried out a decree of seizure of assets issued, pursuant to the anti-mafia legislation, by the Court - Section. Prevention measures in Rome, on the joint proposal of the Public Prosecutor of Rome and of the Latina Quaestor, against a former Pontine entrepreneur 55enne.
The man, in the 2017, had been arrested as part of the "Dark side" operation, in execution of a detention order in prison issued by the magistrate at the Court of Rome, as well as the recipient of a preventive seizure order, that had affected his assets and companies, since he was considered the summit of a criminal association devoted to the illicit disposal of waste, which were buried in a former quarry on the outskirts of Aprilia (LT), in Tufetto, without any authorization to their treatment and without any kind of preventive "preparation" of the place so that the waste could not disperse and come into contact with the environment, causing serious damage to the community.
The investigative activities had made it possible to ascertain how the former entrepreneur, having the availability of these lands, was the promoter and manager of criminal traffic, conducting illegal activities with the support and participation of family members who, in addition to organizing the activity of abusive transfer, they collected the fees for the various "discharges".
From the monitoring and observation services adopted by the investigators it emerged that within the quarry some 5 spills, including toxic waste, which had procured very high profits and then re-used in the economic circuit, had been made within 200 months. legal.
The patrimonial investigations, carried out by the Anticrime Division and by the Central Anticrime Service, have made it possible to ascertain that the subject - burdened, however, by numerous criminal records (violation of seals, building abuses, aggravated fraud for the achievement of public funds, fraudulent insolvency, use of money, goods or utilities of illicit origin, concealment and destruction of accounting documents, fraud and fraudulent bankruptcy) and active, in the past, also in the construction sector - despite having been, since 1996, almost unknown to the tax authorities, was in possession of great economic resources, having become the reference point for all the entrepreneurial activities of his family and those managed by the children of his first marriage, and those attributable to the members of the current family.
The subject, while not holding formal positions in family businesses, has exercised the full dominion of all the companies registered to his family members.
These activities have allowed the man and his wife to acquire an important economic availability, necessary for the subsequent reinvestment in companies, real estate and commercial activities, which in part have also registered to third parties.
With reference to the spills monitored during the 5 months of the survey, the profitability deriving from the illegal activity of waste traffic was estimated at around 180.000 euro; figures also confirmed by the results of the technical activities, from which it was deduced that in relation to the transports carried out on behalf of only one of the conferring companies, the revenues were around € 330.000 per year.
The formal income of the family nucleus, in the 1997-2016 timeframe was inadequate even to the simple satisfaction of the primary daily needs, the man was considered the possessor of a complex of goods not proportionate to his licit economic capacity and, therefore, the Court - Section Prevention measures in Rome, in addition to the seizure of the corporate structures involved in criminal proceedings, considered that the conditions were in place to order the seizure, with a view to confiscation, of 7 land, buildings 9, as well as numerous bank reports, for an estimated value of approximately 1,5 million euros.
