A majority that opposes itself

(by Massimiliano D'Elia) The reflection of an M5S minister reported by Ansa is emblematic: "We have a majority capable of opposing itself". The premises after only two days of life of the Draghi government are these. Inside, the parties have not yet absorbed the earthquake caused by the creation of a majority, I would say, large but gathering. Too many are the atavistic contradictions put together for love of country in a very, but very fragile balance, a sigh is enough to start the "tussle". Pd and M5S with Lega and Forza Italia, if they are metaphorically said and given, metaphorically, outside and inside the Halls of Parliament, now they sit at the same round table of the Council of Ministers to decide on the country, on the fate of the Italians. Everyone will want to defend their own ideological and territorial demands with their teeth and those who thought that a champion of mediation and competence like Draghi could keep a gang of power-hungry politicians at bay, perhaps they miscalculated. The problems, the serious ones, will come when Europe too becomes aware of Italian ineptitude and begins to hit us with spreads and crossed vetoes. Yet the far-sighted Draghi had already imagined this by asking his ministers, during the first Council, for unity and greater coordination between ministers, secretariats and parliamentary groups. Apparently, for now, the invitation has been rejected.

The tension of the majority parties is not only due to the Covid emergency that is gripping companies and for a vaccination plan that makes water on all sides, but also and above all for the appointment of sub-government positions. A further "chance" to please the disappointed and defuse insidious plots within the parties themselves.

THE DAY OF PREMIER DRAGHI

Draghi works all day at Palazzo Chigi, where the Minister for Technological Innovation Vittorio Colao is seen entering as well as the Chief of Police Franco Gabrielli. In the government and in the majority, the debate on anti-Covid measures is ignited, despite the fact that Palazzo Chigi leaks that the decision to close the plants was agreed by the premier with the Minister of Health Roberto Speranza. There are the knots of Domenico Arcuri's role and of the composition of the Cts, made targets by Fi and Lega. But nothing leaks from Palazzo Chigi, even if on the merits of the choices in government circles it should be noted that at the basis of very delicate decisions, such as that of a possible lockdown, there cannot be first of all a technical evaluation, dictated by experts, more 'than from politics.

THE PRIORITIES OF THE DRAGHI PROGRAM

Vaccines, school, work and environment are added to as many emergencies in the country. Faced with the no longer postponable need to rewrite the Italian Recovery Plan, it is enough to publish an old interview by Renato Brunetta on the need to bring all public employees back to the office, to unleash the ire of the allies, before the minister of Public administration precise in this regard. High voltage matches will begin in the House. On Wednesday in the House committee the amendments of Action, IV and Lega should be voted for blocking the Bonafede reform on the prescription, a sword defense from the M5s, but it is expected that the government, with the new minister Marta Cartabia, will propose a solution. Faced with so many and such problems, the intention of a constant dialogue with the Chambers, which Draghi could reiterate in the speech on trust, risks not being enough. Faced with the confusion, the majority are clamoring to the prime minister for a shared method to work together.

40 DELEHE TO BE ASSIGNED

There are 40 proxies to assign, including heavy ones to the Secret Service, which Draghi could keep for himself, and to European Affairs. Some technical figures could go to assignments such as publishing, where the name of Mauro Masi is also mentioned, or the tax reform, we are talking about Ernesto Ruffini Deputy Minister of Economy. Depending on how many boxes the premier will land for the technicians, the 'cencelli' of the parties should be calculated, which should indicate their potential names to the premier. The hypothesis is that about 12 undersecretaries go to M5s, 8 to Lega, 6 or 7 to Pd and Fi, 1 or 2 to Iv or Leu. Among the Dems there is the pressing for a large presence of women, with the commitment of Zingaretti to keep it and the difficulty in reconciling it with the possible confirmation of figures such as deputy ministers Antonio Misiani and Matteo Mauri at the Interior. In the M5s he goes for proxies in ministries that deal with Recovery and there is talk of the hypothesis that Vito Crimi goes to Justice, Carlo Sibilia is confirmed in the Interior, Laura Castelli in the Economy. Names like Nicola Molteni, Stefano Candiani, Durigon, Barbara Saltamartini return to the League. In Fi, mostly senators such as Pichetto Fratin, Caliendo, Malan are mentioned to balance all ministers-deputies. Meanwhile, the premier's staff began to settle in Palazzo Chigi. Antonio Funiciello arrives as head of the Cabinet and Roberto Chieppa is confirmed as general secretary. The spokesperson should be the head of communication of Bank of Italy Paola Ansuini.
