ABI-Assoconfidi Protocol to relaunch collaboration between banks and trusts in land

This morning, the Italian Banking Association and Assoconfidi signed a Memorandum of Understanding with which it intends to relaunch the collaboration between banks and trusts in the territories, in order to improve the financing conditions of micro, small and medium enterprises.

The commitment of the two associations is to work together to enhance the activity and the guarantee of the Confidi, within the framework of the new scenario designed by the reform of the Guarantee Fund for SMEs and the diffusion of the operational schemes of portfolio guarantees.

For this reason it is also foreseen the establishment of a discussion table, in which to carry forward the initiatives indicated in the agreement and discuss any new topics of common interest.

Among the strategic topics covered by the agreement there are in particular:

  • the development of the so-called "tripartite risk financial operations", envisaged by the reform, of the SME Guarantee Fund (in the execution of these operations are involved with a risk share of the same amount, banks, trusts and SME Guarantee Fund);
  • the definition of guidelines for the renewal of existing agreements between Banks and Confidi, which take into account the new regulatory-regulatory framework;
  • the promotion of an efficient use of public and private resources also through shared models for financing the Guarantee Fund for SMEs such as the regional special Sections;
  • the definition of a standard structure of a "portfolio guarantee" operation that involves the involvement of the confidi and can be adopted by the Regions in relation to portfolios of bank loans to small and medium enterprises;
  • the development of a regular exchange of information flows between banks and trusts, which allows them, in particular, to be able to quantify their exposure to credit risk and correctly fulfill reporting obligations towards the Supervisory Authority.
