Credit and liquidity for households and businesses: moratoriums still active on loans worth 157 billion, over 161 billion the value of requests to the SME Guarantee Fund; the total volumes of loans guaranteed by SACE reach € 23,3 billion

The moratoriums still active concern loans worth approximately 157 billion, against 1,4 million of suspensions granted; the requests for guarantees for new bank loans for micro, small and medium-sized enterprises presented to the Guarantee Fund for SMEs exceed 161 billion. Through SACE's 'Guarantee Italy', the volumes of guaranteed loans reach 23,3 billion euros, out of 1.950 requests received. 

These are the main results of the survey carried out by the task force set up to promote the implementation of the measures to support liquidity adopted by the Government to deal with the Covid-19 emergency, which includes the Ministry of Economy and Finance, the Ministry of Economic Development, Bank of Italy, Italian Banking Association, Mediocredito Centrale and Sace.

The Bank of Italy continues to collect data from banks, on a weekly basis, regarding the implementation of government measures relating to the 'Cura Italia' and 'Liquidity' decrees, category initiatives and those offered bilaterally by individual banks to their own clientele. On the basis of preliminary data, referring to 23 April, there are still active moratoriums on loans with a total value of approximately 157 billion, equal to approximately 56% of all the moratoriums granted since March 2020 (approximately 280 billion). It is estimated that this amount refers to approximately 1,4 million applicants, including households and businesses. The amount of the moratoriums in place differs from that of the moratoriums granted for various reasons, including the coming to maturity of part of them.

The active moratoriums in favor of non-financial companies concern loans for approximately 121 billion. As regards SMEs, suspensions are still active pursuant to art. 56 of the DL 'Cura Italia' for 120 billion. The moratorium promoted by ABI currently concerns 5 billion in loans to businesses.

Moratoriums are in place in favor of families against loans for 29 billion euros, of which 5 for the suspension of the mortgage payments on the first home (access to the so-called Gasparrini Fund). The moratoriums of ABI and Assofin aimed at families concern about 6 billion in loans.

On the basis of the weekly survey by the Bank of Italy, it is estimated that the requests for financing received by intermediaries pursuant to art. 13 of the Liquidity Decree Law (Guarantee Fund for SMEs) continued to grow until 23 April, at 1,71 million, for a loan amount of approximately 147 billion. Loans were disbursed for more than 92% of applications, and against approximately 94% in the case of applications for loans fully guaranteed by the Fund (Article 13, letter m)).

The Ministry of Economic Development and Mediocredito Centrale (MCC) report that a total of 1.973.972 requests for guarantees received by the Guarantee Fund in the period from 17 March 2020 to 4 May 2021 to request guarantees for loans in favor of businesses, artisans, self-employed and professionals, for a total amount of over € 161,2 billion. In particular, the applications received and relating to the measures introduced with the 'Cura Italia' and 'Liquidity' decrees amounted to 1.964.052 equal to an amount of approximately 160,2 billion euros. Of these, 1.133.108 refer to loans of up to 30.000 euros, with a 100% coverage percentage, for a financed amount of approximately 22,1 billion euros which, according to the provisions of the law, can be disbursed without waiting for the definitive outcome of the investigation by the Operator and 366.745 guarantees for moratoriums pursuant to art. 56 of DL Cura Italia for a financed amount of approximately 9,0 billion. As of May 5, 1.956.820 transactions were accepted, of which 1.947.196 pursuant to the 'Cura Italia' and 'Liquidity' decrees.

The total volumes of loans guaranteed under the “Guarantee Italy”, SACE's tool to support Italian companies affected by the Covid-23,3 emergency, rose to approximately 1.950 billion euros, for a total of 19 transactions. Of these, over € 8,8 billion relate to the first nine transactions guaranteed through the ordinary procedure provided for by the Liquidity Decree, relating to loans to large companies, with over 5000 employees in Italy or with a turnover value exceeding 1,5 billion euros. In addition, the total volumes of guaranteed loans in simplified procedure grew to approximately € 14,4 billion, against 1.941 requests for guarantees managed and issued within 48 hours of receipt through the dedicated digital platform to which over 250 banks, institutes are accredited. financial and factoring and leasing companies.
