Credit: "CREDIamoCI" between Abi and Consumatori renewed for the 2018-2020

Access to credit, support for families in difficulty, strengthening of awareness. Around these three themes revolve shared proposals for further innovation of instruments in favor of consumers: from the transfer of the fifth to the "Fondo prima casa", from the "Fund for study" to the "Solidarity Fund for mortgages".

With the finalization of the upgrading of a number of extraordinary measures for credit to households, the ABI and the Consumer Associations (Acu, Adiconsum, Adoc, Ace-Consum, Assoutenti, Cittadinanzattiva, Codacons, Confconsumatori, Consumers Association, La Casa del Consumer, Consumer League, Consumer Movement, Defense Movement of the Citizen, National Consumers Union, U.Di.Con) have renewed for the three-year 2018-2020 the initiative "CREDIamoCI" promoted at the beginning of 2015 achieving significant results such as support in favor of families in difficulty with the payment of the installments of some forms of medium and long-term consumer credit and mortgage credit; the introduction of specific measures to support populations affected by natural disasters; the issue of the discipline of the Mortgage Loan Insurance, thanks to the acceptance by Parliament of the common proposal of Abi and numerous consumer associations; the establishment of the Guarantee Fund for birth support.

Considering the results achieved and proposing to further consolidate the areas of collaboration, new solutions have already been identified, or reinforcement of the initiatives in progress. In particular:

Support for families in difficulty

  • promote a proposal to change the operations "of the mortgage Solidarity Fund" providing, among other things, the possibility of refinancing the instrument in order to ensure its operation for the three-2018 2020;
  • widen the suspension of the payment of mortgage installments even if the borrower obtains income support measures in case of reduction of working hours due to difficulties of the employer (such as the CIG or CIGS).

 Credit access

  • to present to the new Government the proposal to reform the discipline of the Assignment of the Fifth of the Salary / Pension, shared with eleven Consumer Associations, with Assofin and with Ania;
  • define a shared proposal to amend the "Fund discipline to the first house" to facilitate access to finance for energy-efficient renovation, in line with the European Action Plan for financing sustainable growth, and for seismic safety buildings;
  • propose a review of the operation of the "Fund for study", in order to simplify the methods of access to protect students.

 

Strengthening consumer awareness

  • Increase consumer awareness and financial education, including through the creation of specific opportunities for in-depth study and information initiatives;
  • draw up and share a summary document summarizing all the tools available to the consumer for access and credit support.
