Ischia earthquake, the committee's SOS: "immediately the appointment of the commissioner for reconstruction"

"It is the only case in the world where a commissioner has not been appointed to manage the reconstruction after the earthquake. Who had to ask, mayors and civil protection in the first place, he never did, and now almost a year has passed. "To tell in an interview to PRP Channel what is today the situation in Ischia, nearly a year after the earthquake that August 21 last hit in particular the towns of Casamicciola and Lacco Ameno, causing two deaths and about three thousand displaced persons, is Annalisa Iaccarino, the displaced persons committee: "Without a commissioner will change nothing, but the only one to have supported our requests has been until today the governor of Campania De Luca. " In the latest budget, the government has allocated about 60 million to start the first reconstruction works, which will eventually add up to much more (about 600 only for private construction). So why are the works not starting? "That money can only be used by the commissioner appointed by the government", explains Iaccarino, "but the truth is that mayors and local politics have always opposed up to now, because it would limit their control over the territory, where the widespread phenomenon of illegal building grants him a broad power of blackmail through the practice of amnesties. In all these months, the directors have continued to ask for proxies and exemptions, but granting them would be like endorsing a clear conflict of interest to the detriment of honest citizens and the island. " On March 30, Deputy Prime Minister Matteo Salvini also came to visit the island, but from the places of the earthquake he invoked the opposite recipe: "full powers to the mayors, to overcome 7 months of inertia". Months in which the leaders of "1883-2017 - We will rise again", as the Committee of displaced persons is called, met both Gentiloni and the new tenant of Palazzo Chigi Giuseppe Conte, to carry on the battle of that part of the territory that almost a year ago she collapsed under the tremors. Almost impossible mission, in a country system with always too “short” financials. The last cold shower in chronological order came from Laura Castles, vice minister of the Economy, which once again opposed the lack of government funds to the demands of the island's trading families and entrepreneurs.

Meanwhile, in the "earthquake decree" approved yesterday the Council of Ministers has included the extension of the state of emergency for the areas affected by the earthquakes of the last two years; state of emergency that brings with it some limited advantages, including tax. For Ischia a necessary goal, even if certainly not enough. Too bad, however, that hardly will be centered. In fact, the Conte government has limited itself to approving a decree prepared by the previous executive, which in the chapter on post-earthquake interventions only concerns the other affected regions: Lazio, Abruzzo, Marche and Umbria.

To save the situation at least from this point of view, it would be enough to insert Campania with a small regulatory correction. Currently on the island, which under the heading Tourism alone brings 40% of the regional GDP, of the approximately 3 thousand displaced persons, 800 are still accommodated in accommodation facilities while most of the others have had access to the so-called "Cas", the autonomous accommodations in contribution. There are also a thousand who still live in their homes, despite having been declared uninhabitable and included in the red zone, this is because there are no eviction orders that the mayors have not yet signed. At this point, only Angela Merkel, given her great love for Ischia, could put in a good word with Prime Minister Conte.
