From today, Prime Minister Giuseppe Conte will begin his European tour, visiting Lisbon and Madrid, in view of the next Council in Brussels on 17 July. At that time Conte will have to prove that Italy is serious, will have to present a first draft of the Italian plan for the Recovery Fund. But to move what is already financed and plastered in Italy, the simplifications decree must be passed as soon as possible.

About 60 priority works to be carried out that will commit 60 billion for railways, 45 for roads and motorways and the rest for metropolitan cities, ports and airports. Over 50 priority works, including the completion of the high speed up to Reggio Calabria, the Turin-Lyon, the Veneto and Lombardy foothills, the Cispadana motorway, the completion of the Orte-Civitavecchia state road. It is therefore necessary to simplify the procedures and streamline, as far as possible, the procurement code, trying to de-responsibility mayors and managers at the criminal and tax level. The study and launch of the simplification decree is therefore underway.

For the simplification decree, the meeting of the Council of Ministers, initially scheduled for 21.30 pm, started at 23.00 pm until the early hours of this morning. The weaving of the various proposals of the majority forced Conte and his technicians to extra work to put pen to paper the results of the hard compromise between the different souls of the government parties.

In the often heated comparison, however, there is full convergence between M5S and Iv in supporting the so-called "Genova model", or with the use of commissioners in a total way. The clash over how many commissioners to appoint, a few for De Micheli, many for the 5 Stars and therefore de facto postponed to subsequent Dpcm. There is therefore a tendency to postpone decisions with the wording much used yesterday: "subject to agreements".

Today is scheduled a press conference of Prime Minister Conte both on Simplifications decree both on the decree of the National reform plan, document that will be sent to the EU commission with attachment on Fast Italy plan, plan in which the Italian works and programs will be listed in order to aspire to the 172 billion euros provided by the sumptuous European Recovery Fund.
