Trade union associations among the military begin, specific nature of the Defense sector approved, 1,5 billion allocated for contracts

Yesterday afternoon during the Council of Ministers the government launched a legislative measure with which it approved three bills which introduce new rules on public safety, protection of the police forces and victims of usury and mafia-type crimes , enhancement of specificity of the security, defense and public rescue sector and of the functionality of the civil administration of the Interior, reorganization of the functions and organization of the Local Police.

The measures concerning the Armed Forces are substantial and tend to remedy past issues with a high impact on a complex sector that carries out essential institutional tasks to guarantee the defense and security of the country in an international context that has suddenly become unstable and insecure. The government, for these reasons, has decided to enhance the specificity of the sector. 

The legislative decree was also definitively approved revision of the national military instrument. The Legislative Decree provides for the transition from the professional model of 150 thousand units to that of 160 thousand units, reshaping the workforce of the armed forces to include figures with very high hospitalization rates due to challenges related to the domains space e cyber

In this regard, the Minister of Defense, Guido Crosetto wanted to clarify that “a process of profound renewal has begun which blocks the reduction of staff, until now imposed by law 244/2012, no longer sustainable in light of internal and international commitments". 

Officer Advancement

In the field of advancement of officers of the Armed Forces, the provision according to which the minimum periods of command, specific duties, service and embarkation, valid for the purposes of advancement, are to be understood as reduced by 2024 days is extended for a further three years (2026-30). Furthermore, the rules relating to the detention of officers on permanent duty destined for particularly qualified assignments are modified.

Role of marshals

Through a specific competition for qualifications to be announced in 2024, it will be possible to complete the process of transition into the role of marshals, already started with similar competitions, for sergeants and volunteers in permanent service with qualifications and particular qualifications in the field of health professions.

Management staff

For the management personnel of the Police Forces and the Armed Forces, in order to fully implement the rules for adapting the bargaining procedures for the personnel of the Armed Forces and the Military Police Forces and for the establishment of the negotiation areas for the managers (legislative decree 25 November 2022, n. 206), the financing mechanism of the negotiation areas themselves is modified.

Complementary pension

The Council of Ministers then agreed on the establishment of a fund of approximately 100 million euros, intended for the launch of dedicated supplementary pension provision, legal and insurance protection and additional emoluments for personnel in the security, defense and public rescue sectors; this fund will be governed by provisions which will be included, through specific amendments, in a legislative vehicle that will allow its operation starting from 1 January 2024.
