This is the complex and risky operation completed by Italy, the first country that has succeeded in creating a humanitarian corridor since the beginning of the war in Syria.
The story is that of ALVIN BERISHA, told by the transmission Iene il 16 last October, a child seized and taken away from Italy in the 2014 by his mother VALBONA BERISHA, radicalized via the web in Italy and become a foreign fighter, joining the terrorist organization of the Islamic state.
International research has led to locating the child in the Al Hol refugee camp under the control of the Kurds, which is home to more than 70.000 people, mostly companions and children of jihadist fighters in prison.
Last August the International Police Cooperation Service (SCIP) of the Ministry of the Interior was activated, which is the Italian contact point for international police cooperation.
The SCIP and the Special Operational Grouping (ROS) of the Carabinieri - holder of the investigation into the seizure on which a European arrest warrant was issued against the woman for the child's abduction - acquired the information that VALBONA BERISHA had died in Syria during a fight and that ALVIN lived in the so-called "orphan area" of the Al Hol camp.
In order to verify with certainty the identity of the minor, the SCIP involved the Italian Scientific Police which carried out a physiognomic comparison examination giving a judgment of total compatibility, also for a specific malformation of Alvin's right ear reported by the father and traced to the child present in the refugee camp in Syria.
At the same time, the 10 last September, with the authorization of the Milan Public Prosecutor, a yellow notice was issued in the Interpol sphere, that is to say a note of tracing the child, and the GIP of the Court of Milan asked to hear in protected mode the child, once in Italy, on the facts of terrorism under investigation.
The SCIP has therefore activated a delicate chess game, where the Italian Ministry of Foreign Affairs immediately interested the Albanian counterpart, which also involved the Ministry of the Interior of the same country.
ALVIN and his father, AFRIMM BERISHA, in fact, have Albanian citizenship, even with a regular Italian residence permit, and the activation of those authorities was also necessary for the documents of the child necessary to transport the child from Syria to Lebanon and therefore in Italy.
At the same time, the SCIP requested help from the International Red Cross, the only one operating at the Al Hol camp, which immediately activated with the corresponding Red Crescent, managing to identify the child and transport it, thanks to the guarantees offered for humanitarian operations , from the refugee camp in Damascus and then to the border of Syria with Lebanon, with all the dangers of crossing a territory at war.
At the border he was taken in charge by a leader of the SCIP State Police who, together with the CRI, the ROS of the Carabinieri and a delegation of the Albanian government, took him to the Italian Embassy in Beirut where he will leave at a time Italy.
