No amount is taken away from families entitled to receive family allowances
In recent days, some newspaper articles and television broadcasts have dealt with the alleged abduction by the Institute, denounced by the Forum of family associations, of about one billion a year to families who are entitled to family allowances. On the matter clarifications were also requested by Minister Fontana, whose letter of 3 May 2019 was found by prof. Tridico already last week.
No sum is taken away from the recipients of the benefit.
The provision of family allowances is governed by laws that identify in a timely manner both the recipients and the measure of the benefits due to them, as well as the income of INPS.
Changes in the amount of the contribution paid or in the amount of family allowances can only occur following legislative measures.
Contributions for family allowances are determined as a percentage of gross remuneration and flow into the management of temporary benefits for employees, which provides various temporary benefits.
Contributions for family allowances amount to approximately 8,4 billion per year, of which only 1,9 billion are paid by employers, while the rest are transfers from the State budget due to the regulations that introduced tax cuts and sub-contributions aimed at reducing labor costs.
The total expenses for family allowances are around 5,4 billion a year. The contribution of the contributions actually paid by the companies therefore covers the 35% of the benefits.
Given, therefore, that there is no specific allocation for family allowances, the difference between the contributions paid and the benefits paid contributes to the economic result of the Temporary Services Management, like all the other contributions and temporary services that fall under this Management. And the economic result of the management of temporary services contributes in turn to the economic result of the general budget of the Institute, together with the other 47 managements that INPS administers.
Naturally, INPS is available to meet with family associations to explain in detail all the details that may allow us to fully understand the mechanism that regulates the payment of allowances to families.
