Regional Autonomy and the "supercazzola" of the Movement: "a truthful operation on autonomy that passes through a rather complex cognitive investigation

"I expect that, if I attend a meeting, this will serve to bring things forward ...".  So Salvini left the summit early with Prime Minister Conte and the other Deputy Prime Minister Di Maio.

(by Massimiliano D'elia) The mini summit between Conte, Di Maio and Salvini did not lead to any substantial news. Regional autonomies still on the high seas, revocation of concessions to Autostrade, is not known and the Council of Ministers - this evening - in question. Matteo Salvini, disappointed, left before the deadline to go to Bianca Berlinguer on Rai3. Live he limited himself to saying: "work in progress", we are ready.

The day however, from the first hours, highlighted a certain nervousness between the two sides of the majority.

The reason is the decision on regional autonomy, the Lega's workhorse but slowed down by the M5S, with the help of Giuseppe Conte, who glossed over the argument by saying, “too expensive”. For the 5 Stars, however, it is a provision that risks further increasing the gap between North and South.

Yesterday morning, lightning from a clear sky. On  Southern newspaper the words of the starry president of the House Finance Committee, Carla Ruocco have created the perfect storm. The deputy asked, as Minister Barbara Lezzi had done on Sunday, "a truth operation ”on autonomy that passes through a rather complex“ cognitive investigation ”". A type of "supercazzola“, Paraphrasing the memorable performances of Ugo Tognazzi.

Salvini was thrilled and says: "it's like no one has done anything until now. After an abundant year that we talk about, we start from scratch with a nice survey ...".

The second reason for astonishment for the Northern League, writes Il Corriere della Sera, is that in the morning the request for the 5 Stars arrived: to widen the summit between the premier, his two deputies and Stefani herself to the minister for Relations with the Parliament Riccardo Fraccaro and Buffagni. Plus the heads of the legislative offices of numerous ministries. The League at that point added the Deputy Minister of Economy Massimo Garavaglia. "Toh ... they have Luigi Di Maio police station. And maybe even Conte".

Lega and the 5 Stars disagree mainly on the environment, cultural heritage and infrastructure. The leaguers at the end of the day accuse that "no progress has been made on any of the points".

Motorway concessions

The Leaguers are not against it in principle. But the question, for the League, is: «Who will answer for civil cases? Perhaps the president Conte? ». But there is a significant problem on the horizon for the League. The possible goodbye of Giancarlo Giorgetti to the government in view of a role as EU commissioner. Leaving uncovered the crucial post of undersecretary to the Prime Minister. The person concerned yesterday modulated the topic with different shades. To Affaritaliani he said: "I certainly do not ask, if others come to mind we will evaluate it with those who propose it". With Bruno Vespa, however, he even said he was "not interested". In the running for his replacement, there would be Minister Buongiorno.

The point is that it was hoped that the grueling rigmarole between Lega and 5 Stelle would end after the European electoral campaign. Instead, it seems, the rhetoric is increasing day by day. The EU Commission postponed the decision on the infringement procedure against Italy to 2 July. A time necessary for Prime Minister Giuseppe Conte and Minister Giovanni Tria to convince France and Germany of the trend of the Italian accounts towards a reduction of the deficit, in a progressive manner thanks to the next Budget Law.

However, the dead line is July 10th. Deadline to predict the elections at the end of September. The Movement knows that after that date the road to the abyss could open. Di Maio, in fact, yesterday publicly waved the flag of the return to a technical government, to Monti, Fornero & Co., making it clear that the fault would be entirely attributed to Salvini's League.
