Reading the drafts of the law decrees and then seeing what happens in real life it seems to live in two parallel worlds which, by mathematical axiom, will never unite. 

Let's talk about the world of politics, legislators and the real world. The story of the bonus for company sanitization is emblematic. I remember that the government had allocated 150 million euros to companies in order to adapt companies and commercial activities to the new rules for sanitizing work areas. To access the funds, INPS had provided on its website a "click day"With the rule"first come, first served": After only one second, the 150 million euros made available are finished. At least 3 billion euros would have been needed to satisfy the requests of hundreds of miles. It didn't take much to predict it, it was enough to do a simple multiplication, given that the fiscal data of the companies are known. But someone says that by learning wrong. Instead, it seems to me that these are not errors due to inexperience and contingency, but errors committed with a strategy, I would dare to say diabolical. All with 120 million euros, to cover an audience of several million Italians. The "bonus" of the bicycle bonus seems to be a real joke. The government on the one hand wanted to give the political area of ​​the "green" majority a content, on the other, pretending not to know, it has increasingly deluded and mortified the unsuspecting Italians who had welcomed the measure. Not surprisingly, after the announcement to unified networks, the Italians poured into the shops to buy bicycles, electric scooters and anything else with the certainty of receiving the much-publicized "bonus".  But unfortunately as foreseen by the DL, they will never see it.

Il Sole24Ore explains how the bonus works. The bonus will cover 60% (with a maximum of € 500) of the expenditure incurred by adult residents in regional or provincial capitals and municipalities belonging to metropolitan cities or with more than 50 thousand inhabitants. The bonus will allow you to get a discount when purchasing from one of the merchants accredited on the platform. Bonus applications can only be submitted from the 6th day following the publication of the Ministerial Decree in the Official Gazette. But up to the day before, it will be possible to present the refund requests of those who have already made their purchase without a bonus: the DI Relaunch triggers the right to obtain the incentive from 4 May, if a copy of the invoice is attached to the request ( those who have the receipt can try to ask the seller to cancel it, but it is believed that it can only do so by June 15). In theory, it could even happen that the 120 million available are already exhausted when requesting reimbursements: this phase is expected to last up to 60 days after the publication of the Ministerial Decree in the Official Gazette, therefore presumably in late summer. For refund requests, however, there is already time starting from the activation of the app (and up to 60 days after it), which could be more close to the publication. In the event that the funds run out earlier, it would not be clear whether the priority would be assigned on the basis of the purchase date or on the basis of the request: the draft Ministerial Decree dictates explicit rules on the matter only for the next phase, that of issuing bonuses to spend. And in this phase, as the purchase has not yet been made, the moment of submission of the bonus request can only be worth, so we can talk about the click day. Instead, it is clear that only those with a digital identity (Spid) can be registered on the platform. The bonus value will not be included in the calculation of the Isee. 

In simple terms: you have more or less a second to access the bonus, only if you have a digital identity (Spid), only if you have an invoice dated by June 15th and only if you have a lot, but a lot of luck. The only certainty is that in the meantime you will have already spent your money hoping to find cycle paths in your cities. What to say, good luck with the "click day" lottery.
