From today Capacity Italy is online (https://sportellotecnico.capacityitaly.it/), the new technical assistance portal to support public administrations at the forefront in the implementation of the National Recovery and Resilience Plan: local authorities (Regions, Metropolitan cities, municipalities, provinces) and non-territorial cities. Promoted by the Presidency of the Council of Ministers, the Ministry of Economy and Finance, the Department of Public Administration and the Department for Regional Affairs and Autonomies, the portal is also easily accessible from the Italia Domani site and is created with technical support. and operations of Cassa Depositi e Prestiti, Invitalia and Mediocredito Centrale, which ensure the necessary technical skills.
Capacity Italy is a real help desk, able to provide the technical and administrative staff concretely involved in the implementation of the PNRR with the answers relating to all the phases of project implementation, from the drafting of the calls to the reporting and monitoring phases, according to the indications agreed by the Government with the European Commission. For the "vertical" investigations, we start from the projects of the Ministry of Health, both as a symbolic signal after two and a half years of pandemic and for the significant volume of investments already in the implementation phase. The other Ministries will gradually follow, based on the implementation phase of the investments under their responsibility, starting with the Ministries of Infrastructure and Sustainable Mobility, of Culture and of Ecological Transition.
The assistance is organized on two levels, according to the need: standardized (FAQ, guidelines, forms) and personalized, with the possibility of formulating specific technical questions to obtain answers from remote experts (with base desk). The service, accessible via SPID, is reserved for members of the ReGIS system and, after registration, for the RUPs of the progressively accredited Ministries.
Capacity Italy is not only a platform for technical assistance, but also a yard of good practices and strengthening of administrative capacity, thanks to "training in the field" and the exchange of skills between experts, operators and administrators. Each question is precious, because it will be of help to the other bodies engaged in the great challenge of the PNRR.
