CGIA: "Black tax Monday is coming"

There is a date that in the Italian tax payers' tax calendar is circled with the black stamp: Monday 17 June. For businesses and families, in fact, the day after tomorrow is the first tax day of the year, given that they will be called upon to pay the 32,6 Treasury billions of euros. A real blow. To say it is the CGIA.

"In addition to having one of the highest taxes in Europe - says the coordinator of the Studies Office Paolo Zabeo - in Italy it is also extremely difficult to pay taxes. The complexity and cumbersome nature of our tax system often puts even professionals in serious difficulty, such as accountants, trade associations or Cafs. Let alone the entrepreneurs, especially the small ones, who, within their business, in many cases do not even have a minimally structured administrative office".

According to the estimate drawn up by the CGIA Studies Office, by Monday the entrepreneurs will have to pay the IRPEF withholdings of employees and collaborators (12 billion euros) to the tax authorities, while families and businesses will be required to pay the Imu / Tasi in the hands of the second / third homes and instrumental properties (9,9 billion euros). In addition, industrialists, traders, artisans and self-employed workers will have to pay VAT to the State (9,8 billion) and, finally, the personal income tax withheld on the remuneration of self-employed workers (935 million euros) will have to be paid.

A tax, we said, still too oppressive and unjustifiably pretentious.

"With lower and simpler taxation - declares Secretary Renato Mason - the financial administration could also work better and be more effective. The forest of laws, decrees and explanatory circulars present in our tax system, on the other hand, complicates everyone's life, relegating us to the group of countries least attractive for foreign investors also for this reason.".

But there is more. “By Monday - the CGIA reported - there will be many entrepreneurs who will have difficulty in recovering the economic resources to honor their tax obligations. In addition to the difficult economic situation, the banks continue to provide credit with a dropper ”.

Although the situation of non-performing loans has fallen to pre-crisis levels, bank lending to small businesses (less than 20 employees) has been steadily declining since 2012. A contraction that, according to the Bank of Italy, is only partially attributable to a decrease in credit demand or risk factors. This trend, unfortunately, also continued in the first months of this year. In fact, last March the disbursement to these small production companies fell by 2,3 percentage points compared to the same period last year.

As we said above, in addition to taxes, in Italy the problem is also the weight of fiscal oppression that hinders the daily activity of companies. Net of the tariffs applied by the accountants for keeping the company accounts, according to a survey carried out periodically by the Presidency of the Council of Ministers, the cost of the tax bureaucracy for entrepreneurs (obligations, declarations, certification of payments, keeping of records, etc. ), amounts to around 3 billion euros per year. A figure that has become unsustainable and steals time and money from those who, on the other hand, would like to use these resources to create more wealth and new jobs.
