Ghiselli: "INPS is ready to face the challenges of the future"

The Steering and Supervisory Council (CIV) of INPS presented this morning, at Palazzo Wedekind, the General Steering Document which analyzes the processes of social and economic transformation underway in an attempt to offer Italy an institution prepared for the challenges of the future. 

The president of the CIV, Roberto Ghiselli, opening the meeting, highlighted the issues on the agenda of the country. Among the topics covered, the aging of the population, the growth of non self-sufficient subjects, the fight against poverty, the fragmented labor market and characterized by discontinuous contracts. “INPS – explained Ghiselli – will be called upon to move, in the coming years, among the new welfare needs, in a constantly changing scenario in which the social protection networks are destined to expand”. 

The quality of the service – recalled Ghiselli – also passes through a more evolved relationship between the Institute, the Patronages and the intermediaries, “subjects that play a fundamental role in our country. Technologies do not replace the skills that a place that takes care of citizens' needs can have. INPS must guarantee efficient services and simple access to information”. 

An idea taken up by the Minister of Labour, Marina Elvira Calderone, who underlined the importance of the territorial dimension and contact networks: “the technological deficit is filled in the territories. There is a part of our citizenship that does not feel the issue of digitization and will never feel it as a need, even if for personal reasons. Hence the call for collaboration with sponsorships and professionals becomes important to achieve the general interest of the community”.

Evaluating the Policy Document presented by the CIV, Calderone spoke of a challenging act: "The transitions underway, especially in the world of work, involve the size and role of the Institute within the framework of the country-system - specified the Minister – The great challenge is to manage this historical phase with efficiency, transparency, sensitivity and foresight”.

Calderone therefore appreciated the pro-active services launched by the Institute, recalling the importance of a dynamic approach and closeness to citizens and businesses: “I appreciated the reference to what the Institute did during the pandemic. I have always said, on every occasion, that every process successfully defined for intermediaries went well because there was an INPS official who followed the process and arranged the authorisations”.

The President of INPS, Pasquale Tridico, intervened at the end of the works, highlighting how the Policy Document must represent the guide of the Institute, "which confirms the commitment made by the entire structure in innovation, equity and for solidarity". Tridico recalled the impetus given in recent years to innovation and transparency: with the increase in controls and the interoperability of databases, the establishment of an Anti-Fraud Department capable of operating from a preventive perspective, the open data project and – lastly – the launch of the new portal. “In 2022 the INPS website, which allows access to 400 benefits and services, was visited 792 million times, with an average of 66 million monthly views. Exceptional numbers, which attest to the strategic importance of our digital presence, enhanced by a portal conceived in a logic of proactivity, simplification and accessibility". 

Tridico lingered on the desire to recognize benefits and services to citizens: “an effort, that of collecting unexpressed rights, which has been experimental and which is proving to be successful thanks to the investments made. In the technological field we have more than doubled the financial commitment: today the expenditure is 520 million euros, to which must be added the approximately 189 million recognized by the PNRR”.

Finally, a passage on INPS personnel and the entry of new officials, now in the pipeline: "There will be 5.300 hires in 2023, they will mark the entry of thousands of young people and the digital skills of our organization will increase".

The conclusions, entrusted to Guido Lazzarelli, vice-president of the CIV, followed the interventions of Walter Rizzetto (President of the Labor Commission of the Chamber), Alessandro Canelli (ANCI Steering Committee), Paolo Ricotti (President of the CE.PA patronage group), Walter Marani (President of the CIPLA patronage group) and Rosario De Luca (National President of the Order of Consultants).
