Conte: "Stay calm"

He reported on facts, phone calls, meetings and e-mails, of that fateful first week of March when it was decided to circumscribe the municipalities of Alzano Lombardo e Nembro, by decreeing them "red zone". The same pm after three hours of interview confirmed to the press, there was maximum collaboration. The Italian premier was heard as "person informed of the facts ".

La Rota also heard the Minister of the Interior, Luciana Lamorgese  and the Minister of Health, Roberto Hope who commented on his Facebook profile: "I think anyone who has had responsibility within this emergency, from the WHO head to the mayor of the smallest country, should be prepared to account for the choices made. It is the beauty of democracy. It is right that it should be so. For my part there will always be maximum availability towards those who are investigating ".

The point. On 29 February the technical-scientific committee - CTS - advised the Government to close the two municipalities, on 2 March the Higher Institute of Health also agreed to circumscribe those areas. The government's decision, only on 7 March, after ten days with the establishment of an orange zone valid for the whole of Lombardy. The enforcement of the restrictive measure starting from 9 March, almost two weeks after the alarm launched by the CTS. In those thirteen days the citizens of Alzano Lombardo and Nembro continued to move freely in Lombardy and other parts of Italy. 

The offense, the alleged offenses could be  culpable epidemic which provides for a penalty ranging from 1 to 5 years of imprisonment,  culpable outbreak o omission of official documents. To date, the president of Lombardy has also been heard Attilio Fontana, the Councilor for Welfare Julius Gallera, and Marco Bonometti, of Lombard Confindustria.

As La Repubblica writes in Palazzo Chigi, among the corridors, article 40 of the penal code is read and reread which states: “Not preventing an event that you have a legal obligation to prevent is equivalent to causing it". The crime culpable epidemic thus states in article 438: "Anyone who causes an epidemic through the spread of pathogenic germs is punished with life imprisonment." LIFE SENTENCE !!!

Now the spiel of responsibilities between the Lombardy Region and the Central Government is at stake. Prosecutor Rotolo, in this regard, has however already expressed himself after hearing the Lombard governor, Fontana: "responsibility for the closure of urban centers is the responsibility of the state ". This power is also imprinted in a circular from the Ministry of the Interior, concerning public order, even if many Regions, during the emergency, did not respect this regulation by closing and opening city areas according to their own discretion. Let's not forget, however, when the Minister for Regional Affairs, Francesco Boccia, during the controversy with the governor of the Calabria Region, Jole Santelli it distrusted the same to follow the indications of the State, in matter of restrictions - openings, since only responsible Institution - question of the tables outside the bars.

What is certain is that for our Prime Minister, Giuseppe Conte, it is not an ideal time to enter and leave the courts in the middle of the "States General". Imagine a "warranty notice", right during the Villa Panphili kermesse, would take us back in the years when Silvio Berlusconi on November 21, 1994 he received a guarantee notice, for complicity in corruption, just as he was presiding over the United Nations World Conference on Organized Crime in Naples.

Given the elements available and the political sentiment that reigns in the buildings of Rome, I would feel like saying to our Prime Minister: "Conte you are peaceful"!
