CGIA, “tax burden on the rise. 12 thousand euros per capita taxes for 2018

Every Italian pays on average almost 8.300 euro tax per year to the tax office. The most burdensome are the IRPEF and VAT that affect the total tax revenue, which in the 2017 was of 502,6 billions of euros, for more than half: precisely for the 55,4 percent.

If we also add social security contributions to taxes, the total tax burden on each Italian is around € 12.000 per year. In the 2017, the tax burden stood at 42,5 per cent. To say it is the CGIA.

“To understand if in 2018 we will pay more or less taxes than last year - declares the coordinator of the Studies Office Paolo Zabeo - we will have to wait for the publication of the update note to the Def scheduled for next September. However, following the slowdown in GDP, it is very likely that the tax burden will increase by a few decimal places compared to 2017, despite the fact that the tax burden for the current year has not undergone any tightening. For 2019, however, we will have to wait for the budget law which must be approved by Parliament by the end of this year ".

It is important to remember that the tax burden is given by the sum of the tax and social security revenues compared to the GDP.

The CGIA Studies Office, which has been monitoring the Italian tax landscape for years, has come to the conclusion that, on the whole, the system is too expensive and very fragmented, even if the vast majority of revenues is attributable to the application of few taxes.

If, as we said, Irpef and VAT ensure 55,4 per cent of the total tax revenue, when we look at the first 10 taxes listed by amount collected, it emerges that the incidence on the total collected rises to 85,2 per cent. one hundred. In comparison with other countries, the tax burden (taxes, duties, taxes and social security contributions on GDP) in Italy is the sixth highest in the EU after France (48,7 percent), Denmark (47,3) , Belgium (46,5), Sweden (44,3) and Finland (43,3). “This is an even more negative position if we consider the other side of the coin, that is the level of services that in our country must improve a lot. The path taken by the Government and aimed at reducing the tax burden - declares the secretary of the CGIA Renato Mason - is necessary and appreciable, but it must proceed hand in hand with the improvement of the quality of services and their quality ". Returning to the research data, the taxes that weigh the most on the portfolios of Italian citizens are personal income tax and VAT. The first (tax on personal income) in 2017 guaranteed the State coffers a revenue of 169,8 billion euros (33,8 percent or one third of the total) while the second was equal to 108,8 billions of euros (21,6 per cent). For companies, the taxes that weigh the most are IRES (Corporate Income Tax), which in 2017 allowed the tax authorities to collect 34,1 billion euros and IRAP (Regional tax on productive activities) which insured 22,4 billion in revenue. Equally onerous is the tax on mineral oils which last year guaranteed 26 billion in revenue. Imu and Tasi, on the other hand, took 21,5 billion from the pockets of the owners of houses, shops and warehouses, while the tax on electricity and system charges made it possible to collect 14,4 billion euros. At the bottom of the "top ten" of the taxes paid by Italians we see the levies guaranteed by the regional Irpef surcharge (11,8 billion), the tobacco tax (10,5 billion) and the lottery and lottery tax (8,8 , 2017 billion). In 74, the remaining taxes (almost a hundred) allowed the state coffers to collect over XNUMX billion euros.
