We have entered the tax month. For businesses, in fact, November has always been the most “challenging” period of the year in economic relations with the tax authorities.

And between the Ires and IRPEF advances, the VAT payments, IRAP and the payment of additional regional, municipal and IRPEF taxes, by the end of this month the employees, the holders of other income but above all the entrepreneurs and self-employed workers will be called to pay the tax a little more than 57 billion. To say it is the Study Office of the CGIA.

In Italy the tax revenue (taxes, duties and taxes) is around 500 billion euros per year. This very important figure flows into the treasury coffers respecting a series of tax deadlines that are concentrated mainly between November (the top month of the year) and December and in the months of June and July.

And there will not be a few companies that will have problems honoring these deadlines. Underlines the coordinator of the Paolo Zabeo Studies Office:

"Because of the missed payments, a good part of the 950 thousand companies that works for the Public Administration still has to collect 57 billions of euros. With little liquidity available and the persisting difficulties in accessing credit, for these entrepreneurs it will not be easy to recover the money to pay taxes. This is why we ask the Conte Government to find a solution. If it is not possible to settle these suppliers within the time established by law, the latter will at least allow the compensation between the receivables due from the PA and the taxes due to the tax authorities. For these realities it would be a big cure ".

The artisans recall that in December 2017 the European Commission referred Italy to the Court of Justice of the Union because of the systematic failure to comply with the European provisions against late payment.

According to the results of the latest sample surveys reported by the Bank of Italy in the “2017 Annual Report” (pages 154-155), the stock of trade payables held by the Italian public administration would have dropped from 64 to 57 billion euros. And while waiting for the Ministry of Economy to finally manage to size them exactly, it is assumed, net of the share attributable to physiological delays (i.e. within 30/60 days as required by law), that the supplier companies would boast 27 billion credits from the Pa.

Returning to the data of this analysis, the need for simplifying the regulatory framework of our tax system is now felt by everyone.

"With a more transparent tax - says the CGIA secretary Renato Mason - even the Financial Administration could work better and be more efficient to counter tax evasion / avoidance. The multitude of laws, decrees and explanatory circulars present in our tax system, on the other hand, complicates life also for tax operators who, in any case, continue to be one of the most virtuous sectors of our Public Administration ".

The most onerous tax that businesses and self-employed workers will pay this month will be VAT, which will result in a collection of 15 billion euros for the tax authorities. This will be followed by the IRES advance paid by the joint-stock companies (Spa, Srl, cooperative companies, etc.): the latter will advance 14 billion euros to the tax authorities. Collaborators and employees, through their respective employers, will "give" to the tax authorities the withholdings for an amount equal to 11,5 billion euros. The Irpef advance, on the other hand, will cost companies 7,4 billion euros, while IRAP will involve a levy of 6,5 billion. Finally, the personal income tax for self-employed workers and the regional additional personal income tax will "weigh" in both cases for just over 1 billion euros. Finally, the municipal personal income tax surcharge and the withholding tax credit transfers will collect 400 and 177 million euros from the company coffers.

It is useful to point out that the revenue of each tax defined in this elaboration has been estimated on the basis of the trend recorded in the last years. In addition, the main legislative changes occurred in the meantime have been taken into account.

Finally, the CGIA wishes to point out that in this analysis the social security contributions that must be paid within the next November 16 have not been counted.
