The ministerial circular that created a real political earthquake and that cost the Keeper of no confidence a motion was hastily signed on Saturday, March 21 last, by the official on duty. This circular has imposed on administrators and directors of prisons to promptly communicate to the judicial authorities the names of inmates suffering from pathologies with the 'risk' of complications for 'any determinations of competence'. The circular gave the surveillance judiciary responsibility for the release of convicts, including those imprisoned for the mafia ”.

A circular which, according to Dr. Ardita, had to be signed by the "official in charge" and not by the one on duty on that Saturday who, specifically, has always been involved in "ceremonial". The magistrate's statement because it was he who set up the weekend shift, when he was at the Dap. It has been there for nine years. Ardita also specifies that in the internal regulations it is written what the official on duty can do, a kind of armor tending to concur with his activities: “he can only sign urgent transfers for health or judicial reasons”. A circular of this magnitude, capable of triggering "very serious political consequences, but also of public order ", had to be accompanied by a "note" to the Head of Department, but it would have been better for the Head of Cabinet if not the Minister himself, the magistrate specifies.

Ardita then tries to analyze the facts. Following the prison uprising last March where 14 inmates lost their lives with many injured prison officers, "there was a kind of white flag of the state". It would be imprudent to talk about a real negotiation, but a detente between the parties could be plausible. In the whole affair, the urgency of the signing of a "detonating" measure on that Saturday morning by the official on duty, without anyone on the upper floors, assuming authorship is nothing short of disconcerting. Even more disconcerting that newspapers and television news did not report such news. So much so that, at a certain point, Giletti's guests spoke of the desire to cover up a story, very but very dark. Ardita also spoke of the will by Cosa Nostra to dismantle the 41 bis.

The magistrate Ardita also spoke of the failure to appoint Di Matteo as head of the Dap. "I know Di Matteo, he is someone who enforces the rules, knows the prison environment and above all works with humility like so many former leaders of the Dap who have operated with a straight back". Today, says Ardita, a “complementary management” is preferred.

We hope that the two events are not connected by an external direction, we hope that the incompetence and superficiality of the actors are at the origin of such "horrors".
