The Ministry of Education and the Ministry of Health have issued a joint circular with operational indications, related to the school year 2017 / 2018, for the implementation of the law on vaccination prevention. The circular aims to facilitate families in fulfilling their vaccination obligations, which are at the center of the new legislation approved to protect public health, and to foster a positive school-family relationship during the initial implementation of the legislation. The two ministries communicate it. The communication provides, with a view to the start of lessons, indications on the front of the documentation to be presented (with a further detail compared to the communications already provided regarding the procedures for requesting an appointment for vaccines to their ASL); on the scheduled deadlines and their harmonization with the school calendar and with the actual start of lessons; on access to school.

As regards the documents, the circular reminds that it is possible to provide schools: suitable documentation proving that the compulsory vaccinations provided for by the law have been carried out based on age; suitable documentation proving immunization has taken place following a natural disease; suitable health documentation proving the existence of the requirements for the omission or postponement of vaccinations; copy of the formal vaccination request to the territorially competent Local Health Authority (with regard to compulsory vaccinations not yet carried out) according to the procedures indicated by the Local Health Authority itself for booking. In particular, precisely to facilitate families, for the 2017/2018 school year, the vaccination request can also be made by telephone (provided that the phone call is positively received, with a fixed appointment), by sending an email to the email address ordinary (Peo) or certified (Pec) of one of the Asl of the region of belonging or by sending a registered letter with acknowledgment of receipt. In all these cases, and only for the 2017/2018 school year, as an alternative to submitting a copy of the formal vaccination request, you can self-certify that you have requested the Local Health Authority to carry out the vaccinations not yet administered.

Families with children who attend early childhood education services or preschools (including private non-peer schools) must submit the required documentation by 11 September, given that the deadline indicated by the decree law (10 September) is one day holiday. The presentation of the documentation is an access requirement. Therefore, already for the 2017/18 school year, starting from 12 September, minors whose parents / guardians / foster carers have not submitted it by the 11th of September will not be able to access the educational services for infants and preschools. terms. The circular harmonises deadlines with school calendars: in schools where lessons will start after 10 September, access will be guaranteed to minors whose parents / guardians / custodians have submitted the documentation by the start date of the lessons. In the event of self-certification, it is confirmed that the documentation proving the vaccinations have been carried out must in any case be produced by 2018 March 10. Also in the case of self-certification, the minor will have access to the services, but by 2018 March 11 a? suitable documentation proving that compulsory vaccinations have been carried out. Otherwise the minor will no longer be able to access the services. The circular specifies, however, that, if the parent / guardian / custodian has not submitted the required documentation by 10 September or, in the case of a substitutive declaration of the documentation, by 2018 March 10, the minor does not comply with the obligations vaccinated and excluded from access to services will remain enrolled in the educational services for infants and preschools and will be re-admitted to the services, following the presentation of the required documentation. In any case, the failure to present the documentation within the terms will be reported, within the following XNUMX days, to the territorially competent ASL which will start the procedure for the recovery of the non-fulfillment.

For those who have children enrolled in 31st and 10nd cycle school or in regional vocational training centers, the documentation must be submitted by 2018 October (or by 10 March XNUMX for those who have produced a self-certification) and does not constitute a requirement for access to the school. . Failure to present the documentation within the established deadlines will in any case be reported, within the next XNUMX days, by the school director or by the manager of the regional professional training center to the territorially competent ASL who will start the procedure envisaged for the recovery of the breach.
