Italy does not go to Marrakech for the Global Compact, a parliamentary passage is needed first

On the website of the Ministry of Foreign Affairs, the response of the Minister of Foreign Affairs and International Cooperation, Enzo Moavero Milanesi, was published in response to the immediate response of the Hon. Giorgia Meloni, on the occasion of the 'Question Time' of last November 21, which shows that, within the Government, with regard to the position to be taken, there will be a deepening and that this will take into account the stimuli of Parliament. The Minister remains convinced that Parliament's orientation is an essential point of reference.

Stenographical Report of the Assembly of the Chamber of Deputies, session of 21 November 2018:

"the Global Compact is a set of acts that are linked to the New York Declaration on Migrants and Refugees of 2016, it will not be a legally binding act. As part of the negotiations that have taken place up to now on this act, in the months and years that precede us, Italy has always kept in mind the important element of reaching a sharing of burdens in the management of migratory phenomena and cooperation strengthened with the countries of origin and transit. The document incorporates these principles of shared responsibility, principles of partnership with countries of origin and transit and the need to combat trafficking in human beings; there is also an obligation for states of origin to readmit their citizens. These are a series of elements that we are trying to bring forward, also in the context of the debate within the European Union. As regards the orientation regarding this agreement called the Global Compact, I recall that the Prime Minister had expressed a favorable orientation; in any case we will have an in-depth analysis in the Government, before proceeding to the possible conclusion of the agreement itself, also taking into account the parliamentary stimuli. "

The reactions

Giuseppe Conte "Il Global Compact is absolutely compatible with our strategy, I shared the plan with my EU partners, I haven't changed my mind ”. "With respect to the evaluation expressed at the UN Assembly and being a document that has political value, we agreed that perhaps it is right to create a parliamentary passage, in which everyone can share what we are doing".

M5S "As Conte reiterated, the Global Compact is a document that raises issues and issues widely felt by citizens: it is appropriate to parliamentarize the debate - explained the M5s parliamentarians of the Foreign Commissions and the Undersecretary for Foreign Affairs Manlio Di Stefano - and postpone the relative choices to the outcome of this discussion, as was also decided by Switzerland. The choice of the Government that will not participate in Marrakech is correct, reserving whether or not to adhere to the document only when the Parliament has pronounced itself after an in-depth debate".

Matteo Salvini "As the Swiss did who carried out the global compact until yesterday and then said stop everyone, so the Italian government will not sign anything and will not go to Marrakech. It has to be the House discussing it. The Italian government will choose the Parliament"
