Implemented the decree that comes into force in mid-October for all Italians in the workplace.

Fico proposes to the parliamentary group leaders and then to the presidency office to introduce the obligation for all those who access the Montecitorio headquarters from 15 October. For deputies who evade the ban or who remain without a mask in the Chamber, sanctions are envisaged, such as suspension from two to 15 days with relative loss of the daily allowance (206 euros per day).

At the political level, the extension of the green certificate requirement continues to keep the nerves tense within the majority. The League did not appear homogeneously in the votes of the House and Senate to approve the August decree on the "green pass", thus fueling the debate of the Pd and M5S: "Salvini makes it clear whether or not he is in the majority".

Returning to  "Super green pass", the decision remains to be made whether to increase the capacity of cinemas, theaters, sporting, social and recreational events, where possession of the green card should be mandatory. By September 30, the CTS will have to pronounce. The minister on the matter Dario Franceschini asks to "exceed" the current limits to 50% while the Regions formally ask the government to reach at least 80%, and then aim for 100% capacity. The League, on the other hand, aims to reopen the discos. To put pressure on the government are the artists who complain about electoral rallies where uncontrolled gatherings are seen.

The deadline to decide was set directly by Prime Minister Mario Draghi: cdm of 1 October. 

There is also an attempt to save the ski season, a sector which requires a pass on the cable cars, with a capacity of 80%. 

The Super Green Pass Decree - SGP

Published in the official gazette, it provides that from 15 October in all workplaces, public and private, you can enter only with the green certificate. Compared to the drafts arrived in the Council of Ministers last Thursday, the government files the sanctions for those who transgress: those who do not enter work because without a pass are unjustified absent and therefore do not take their salary, but are not suspended and do not suffer other disciplinary sanctions, with the exception of no-pass magistrates who can be sanctioned. 

Anyone who transgresses by entering the office and is discovered can be fined up to 1500 euros. Public administrations and private individuals have until 15 October to define the rules for internal controls.

To facilitate workers, tampons at controlled prices are also extended, both in pharmacies and in affiliated health facilities. But the crux of the rules for smart working remains, to prevent no-Vax from resorting to agile work to circumvent the obligation. However, these are very tough rules, to achieve a not insignificant goal: vaccinating 90% of the adult population by the end of October. In the last six days an effect has been seen, with almost 68 thousand first doses per day (compared to 62 thousand in the previous week), but it is still early to say how strong the push is.
