The Treaty of the Quirinale

The Quirinal Treaty comes to life with the signature that will be affixed next Thursday in Rome by the Italian premier Mario Draghi and by the French president Emmanuel Macron. A full-bodied document consisting of a premise and eleven thematic chapters: Foreign, Defense, Europe, Migration, Justice, Economic development, Sustainability and ecological transition, Space, Education, training and culture, Youth, Cross-border cooperation and public administration.

Important and significant is the attached work program which sets the common objectives of the two countries.

The priorities identified by the two diplomacies include joint commitments in the Mediterranean, the Balkans and Africa and in the defense sector with the collaboration of the military industry in defense, space and cyber.

In addition to strategic agreements, there are also institutional harmonies. On Monday 29 November in Paris the president of the Chamber of Deputies Roberto Fico and the president of the Assemblée nationale Richard Ferrand will sign a cooperation agreement, while the two foreign commissions will meet on 8 and 9 December, also in Paris.

It is not a document of intent, writes Corsera, but it commits the two governments to joint meetings of the Councils of Ministers, a bilateral summit every year and the constant search for a common position in the European Union but also in international institutions such as the UN or the World Bank.

Many raise doubts about French international activism and the will of the transalpines to keep their old Italian cousins at bay who, economic forecasts in hand, expect to grow on average more than European countries in the coming years, thus becoming the new community locomotive. To reassure the minds the president of the Foreign Affairs Commission of the Chamber, Piero Fassino: "A misplaced fear, which ignores the fact that France is our second trading partner after Germany, that the number of Italian companies operating in France is similar to that of French companies in the Italian market, and that there are large groups Italian-French, like EssilorLuxottica, led by Italy ".
