In July there is a bonus for everyone, the Government's “Black Friday”

(by Francesco Matera) The month of July seems like a "black Friday", a festival of "bonuses", there are many subsidies that the Government will give to Italians without a logical sense, without a plan, without making the billions that they will thus be dispersed in a couple of months in the face of an agonizing economy, in "intensive care". A deviation from the ordinary budget of 80 billion euros has already been requested (Liquidity and Relaunch decree) to finance some welfare measures in favor of the weaker groups and to patch up the many problems of a country that navigates by sight of the many internal contradictions, difficult to resolve with a decree like the one for "simplifications" announced by the Prime Minister, Giuseppe Conte. In addition to the billionaire subsidies for ordinary layoffs and in derogation (13 billion euros per month), the government has decided to provide many bonuses whose effectiveness will probably not produce the desired effects. Then there is the question of time which is not secondary. Until September, between various bonuses and cig, Italians will sooner or later receive money on their current accounts, starting from October everything could fall because the available money will run out and there will be no certainty about the European Recovery Fund, on the possibility of being able to count on those 172 billion euros foreseen for Italy. On 17 and 18 July the EU Council should decide, or lay the starting points for defining the nature of the Community Recovery Plan even if the premises are not exactly encouraging. Both Lagarde and Merkel in their own way have made it clear that the negotiation will be long and not at all simple. Prime Minister Conte with an increasingly divided majority and with small numbers in the Senate takes time and between decrees and decrees tries to lengthen the "soup", spend the summer and arrive in September to present the Italian Relaunch Plan in Brussels. Oops…. In September there are also administrative elections in some Regions (Campania, Puglia, Marche, Liguria, Veneto, Tuscany and Valle d'Aosta) crucial for understanding the sentiment of Italians. At that point the "ball" will be in the hands of the President of the Republic Mattarella.

Bonus for everyone 

We go from the scooter bonus to € 600 for self-employed workers and professionals to the € 1000 bonus for entrepreneurs and VAT numbers and to the babysitter bonus, now also extended to grandparents. But with the summer, the sales start, there will be the holiday bonus, aimed at families with Isee income up to 40 thousand euros and consists of 500 euros (maximum amount) to be exploited for 1'80% in the form of a discount for payment of a hotel, a farmhouse or a bed & breakfast and for 20% as a tax deduction in the tax return. The real joke is that hoteliers will have to advance them and then ask for a refund. The big hoax seems to be the scooter bonus. It covers 60% of the costs incurred for a maximum of 500 euros but it is not for everyone because the beneficiaries will be residents in the provincial and regional capitals, in metropolitan cities, in municipalities of metropolitan cities and in municipalities with more than 50 thousand inhabitants. The allocation is approximately 200 million euros, already considered insufficient to cover the entire audience of applicants.

Another joke are the bonuses of 600 and 1000 euros in favor of companies that have to face the obligation to sanitize the workplace, a tax credit, up to 60 thousand euros, on expenses incurred in 2020, including those for the purchase of masks, thermoscanners and protective barriers. The Government has allocated 150 million euros in favor of businesses in order to adapt companies and commercial activities to the new rules envisaged for the sanitation of work areas. To access funds, INPS had provided a "click day"With the rule"first come, first served": After only one second, the 150 million euros made available are finished. At least 3 billion euros would have been needed to satisfy the requests of hundreds of miles. It didn't take much to predict it, it was enough to do a simple multiplication, given that the fiscal data of the companies are known.

As for the building bonus which covers 110% of the expenses incurred, which was to start from 1 July according to the Relaunch decree, it has been postponed to mid-month. For every thousand euros spent, you will be able to benefit from a tax deduction equal to 1.100 euros for a maximum amount of 60 thousand euros.
