The INPS today issued Circular No. 43 of the 2019, which regulates requests for citizenship income.
The income of citizenship is a measure of active labor policy to guarantee the right to work, to combat poverty, inequality and social exclusion.
It assumes the name of Citizenship Pension when granted to families composed exclusively of one or more persons of the same age or more than 67 years.
Can be requested:
- at post offices using the paper form prepared by INPS and published on the Institute's website;
- on-line on the website of the Ministry of Labor and Social Policies www.redditodicittadinanza.gov.it, through the SPID 2 credentials;
- at the Fiscal Assistance Centers (CAF).
The information contained in the Rdc application must be sent by the intermediaries to INPS within ten working days of the request. For the purpose of recognizing the benefit, INPS verifies, within the following five working days, the possession of the requirements for access to income, based on the information available in its archives and in those of the associated administrations, and defines the application within end of the month following its transmission to the Institute.
In circular letter n. 43 are remembered:
- the requisites of citizenship, residence and stay, income and assets, of compatibility, which the applicants must possess in order to be entitled to the benefit;
- the elements on which the economic benefit is calculated;
- the variations to be communicated during the enjoyment of the benefit.
The economic benefit is paid through the Citizenship Income Card, delivered by the Italian Post Office only after the fifth day of each month.
As envisaged for previous family support and poverty relief services, including the ReI, the institutive law contains the quantification and the financial coverage related to the Citizenship Income and provides for a monitoring mechanism, also mentioned in the application form. Moreover, at present there are no elements to believe that the resources allocated may not be sufficient.
The circular recalls that, starting from March 2019, the Inclusion Income can no longer be requested and that starting from the following month of April it can no longer be recognized or renewed for a second time. Those who received the recognition before April 2019, having submitted an application by the 28 February 2019, will continue to receive the Inclusion Income for the initially scheduled duration, without prejudice to the possibility of applying for Citizenship Income.
