L'Aquila. Joint operation of the State Police and the Carabinieri

Today morning, personnel of the NOR of the Provincial Command of the Carabinieri of L'Aquila and of the Mobile Squad of the Police Headquarters of L'Aquila carried out 13 precautionary measures ordered by the Judge for the preliminary investigations of the Juvenile Court of L'Aquila, on request from the Public Prosecutor's Office at the same Juvenile Court.

The 13 precautionary measures are divided into 6 precautionary custody in prison and 7 placements in the community; they constitute the culmination of a complex investigation that involved over 30 underage and new-age suspects, accused of serious crimes such as persecutory acts, violence, extortion, possession and transfer of drugs, fights that have plagued the L'Aquila area in recent months. These were episodes that aroused public uproar, which occurred within the historic center, with consequent social alarm in the citizens and with highly dangerous profiles also for the safety and safety of the minors involved.

The investigation culminating in today's operation was coordinated by the Public Prosecutor's Office at the Juvenile Court which made use of the excellent contribution of the Carabinieri and the State Police. The judicial police bodies have worked in close synergy by carrying out traditional activities, as well as complex interception and videotaping activities, which have made it possible to shed light on an extremely alarming cross-section and to hinder an evolving criminal path. This resulted in the need for repressive intervention, which however represents the first step in an essential preventive action, as well as rehabilitation of the minors involved.

The subjects reached by precautionary orders are accused of having promoted and conducted activities aimed at creating forms of dominance over other peers, of controlling portions of urban areas, of professional marketing of drugs in sensitive areas, near schools, of confrontation with other antagonistic groups of minors, which occurred in different central areas of the capital.

The nationality of the suspects varies (Balkan countries, North African countries and Italy) confirming that the discomfort and juvenile delinquency do not necessarily have a specific geographical origin. Individuals housed in host communities (which do not comply with EU rules) are flanked by Italian citizens or in any case residents with their families.

Even if the repressive action of the judiciary and law enforcement agencies was punctual and exhaustive, in the case of minors and neighbors, a strong reference is required to the need to work together with the bodies in charge and civil society to create the conditions for aid and prevention. of the forms of hardship that these criminal phenomena generate, whether they concern Italian, foreign or unaccompanied foreign minors.

This is the key to juvenile justice intervention. The repression intervened to avoid extreme and more serious consequences, but the primary objective must be the reintegration of young people into the healthy circuit of society.

The eventual sanction must be accompanied by rehabilitation, as a final goal, for the well-being of the minor and consequently of the entire civil community.
