Mef: "no superpower to Minister Gualtieri"

Today the newspaper  he emphasized on a small article in the Relaunch decree  which would dramatically expand the powers of the Economy Minister Gualtieri, who will be able to reallocate the 80 billion resources for post Covid without going through the Parliament and the Council of Ministers. One way, says the newspaper of Sallusti, to bypass the bureaucracy, but also yet another indicator of a disturbing modus operandi on the part of the executive.

Immediate response from the Ministry of Economy and Finance which in a press release states that the interpretations of a rule present in Decree Law 52 of June 16, 2020 reported in some newspapers are absolutely imaginative and devoid of any foundation. The regulation in question is also present in the decrees law 18 of March 17 and 34 of May 19 and, as has happened in the past, allows - following specific monitoring carried out in real time - any savings connected to an overestimation of expenses related to a certain extent can be used to cover any underestimation of other measures already provided for by the decree laws put in place by the Government to deal with the Covid emergency.

A mechanism of communicating vessels already used previously, which favors the continuous supply of resources in favor of the categories concerned and is aimed at making spending procedures faster and more efficient.

It is therefore easy to understand how Law Decree 52 does not assign any "superpowers" to the Minister of Economy and Finance, Roberto Gualtieri, and in no case allows discretionary choices to be made: the changes in expenditure compared to the initial estimates in fact, they are discretionary, but linked to the actual performance of the outputs linked to the various approved measures. Measures that cannot be changed in any way compared to what is established by law.
