MiPAAF. Agreement in the State-Regions Conference on the provisions on biosecurity, poultry and biological matters

The State-Regions Conference yesterday reached an agreement on important measures strongly desired by the Minister of Agricultural, Food and Forestry Policies, Stefano Patuanelli, aimed at supporting and developing the agricultural sector. The main measures concern the duration of the support strategy for fruit and vegetable producer organizations whose deadline is postponed to 2025, the collection of data on farms for 2022 aimed at implementing genetic programs, the incentives in favor of biosecurity to counter the spread of the plague. swine, the support in support of the organic and poultry sectors and, finally, the derogations to the EU Regulation regarding the land left fallow.

In particular, the ministerial decree was approved which defines the criteria and methods for the implementation of interventions aimed at forms of agricultural production and the promotion of supply chains and districts of organic agriculture, based on the "Fund for organic agriculture" . The goal is to promote the biological and ecological conversion of the agri-food sector, develop integration between the players in the supply chain and ensure positive effects on the local economy. Subsequent measures will define the details of the access requirements of the proponents, the conditions for the admissibility of the projects and the additional operating procedures.

With regard to organic, the Conference also ratified the agreement on the decree implementing the EU Regulation 2018/848 relating to organic production, organic collective catering, to the obligations of operators for the purposes of control and simplification of the labeling of organic products.

In support of companies suffering from the negative effects of avian flu, the Conference has given the green light to the decree that provides for interventions for 30 million euros in support of Italian poultry farms, which have suffered indirect damage from the health measures restricting the movement of live poultry and poultry products in the period 23 October - 31 December 2021. The decree regulates the criteria and procedures for the granting of benefits, which amount to 25% of the damage suffered.

In addition, the agreement was ratified on the decree that divides the Fund of 15 million euros for structural and functional interventions in the field of biosecurity between the Regions of Liguria, Piedmont, Lombardy, Emilia-Romagna and Tuscany, to address ASF.

An agreement was also given on the modification of the deadline for the presentation of applications for access to the measure of restructuring and conversion of vineyards: for 2022 it is May 31st.
