The meeting held this morning at the Mipaaf of the Minister Bellanova opened with a reference to the working method with the Regional Councilors for Agriculture with the agenda: Common Agricultural Policy, revision of the multi-year financial framework for the post-2020 period, emergency asian bug.
"From the quality of the choices that we will be able to take", continued the Minister Bellanova before entering into the heart of the comparison, "it depends not on our personal fortune but on the quality of life of companies, workers, citizens. This is why I ask all of us to leave the controversy aside to focus on the work to be done.
It is a lot, and it demands solutions. And obviously we are not starting from scratch ”.
On the subject of the post-2020 budget, Bellanova therefore stated: “our priorities are two: to recover the cuts assumed in particular on rural development; defusing the “mine” external convergence, which would lead to further cuts in direct payments. We have already seen positive signs also in the informal in Helsinki, confirmation we should have in the coming weeks in view of the summit in mid-October. The post-2020 CAP must be able to recognize the differences in European agriculture, territory by territory. This is why I want to take action in Brussels so that Mediterranean agriculture is not only respected but valued. I am convinced that environmental and economic sustainability must go hand in hand, all the more so given the role of agriculture in combating the climate emergency. My thought is well known, we cannot think of penalizing agriculture and farmers if we want to make them a truly attractive sector and bearer of the future. The theme to which the labeling is connected: to insist on promoting increasingly and better on a commercial level the agricultural products obtained with more rigorous production rules. Finally, the national strategic plan envisaged by the draft reform must be an opportunity to be built together ”. On this the Minister urged a unified proposal: “if it is clear to everyone that there is no turning back, it is necessary to define the point of balance; we cannot continue to say no without a counter proposal, nor risk a negotiation where our position and the solutions we advance are not clear ”.
From a technical point of view on the negotiation, important progress was highlighted on strategic issues: active farmer, simplification, redistributive support, capping, small farmers, financial discipline and sectoral interventions, in particular on olive oil. Key issues still remain to be addressed, such as the new green architecture, on which political attention is continuously growing.
Therefore, an Asian bug emergency: "We have very clear", concluded Minister Bellanova, "the seriousness of the problem and the damage it means. Our facilities are available to build the necessary common actions. This is not a regional emergency but a national and European one, and for this I intend to discuss it also in Brussels. I guarantee great attention and maximum commitment right now ".
