By decree of the Minister of Infrastructure and Transport Paola De Micheli, a study commission was set up in charge of making proposals for the definition of the regulatory framework in relation to the economic-financial aspects of local public transport and uniform criteria for the distribution of state contributions .

The commission, chaired by Professor Bernardo Giorgio Mattarella of Luiss Guido Carli in Rome, is made up of experts on the subject and institutional representatives of public entities involved in the offer of public mobility at the local level (university professors, representatives of the Ministry of Infrastructure and Transport, the Ministry of Economy and Finance, the Conference of Regions and Autonomous Provinces, Anci and Upi), has three months from the date of establishment to produce a report and any proposals for regulatory changes and instruments of connection between the State, Regions, and local Autonomies.

The commission will have the task of proposing the definition of the regulatory framework in relation to the economic-financial aspects, also in view of the implementation of fiscal federalism. It will also have to deal with developing intermodal integration models of the public transport offer at local and regional level in pursuit of the objective of mobility as a service, identifying every possible form of efficiency and rationalization also through the implementation of standard costs. Finally, it will be called upon to define uniform criteria for the distribution of state contributions for the local public transport sector, with particular reference to the need to guarantee adequate levels of services throughout the national territory, and to identify telematic methods for the timely acquisition of flows. demand for public mobility and the services actually provided. 

The commission's activities will be carried out free of charge, without charges for the public administration.
