The trend of the accident phenomenon, detected by the State Police and Arma dei Carabinieri at 16 December 2018, recorded (without the Municipal Police data), compared to 2017, a slight increase in the total number of accidents (71.880, +1,2 , 47.104%) and a decrease in that of injured people (0,6, -4,2%), on the other hand it expressed a reversal of the trend in relation to accidents with fatal consequences, with a marked decrease in claims of 1.439 % (63, minus 1,2) and a more modest decrease in victims of 1.618% (among the 20 deceased - 2017 less than in 43 - XNUMX victims of the collapse of the Morandi bridge in Genoa are included).

A comparison of the performance shown is offered by ISTAT which, in the preliminary estimate of the first six months of the year 2018 (data Polizia di Stato, Arma dei Carabinieri and Municipal Police), has found, compared to the first half of the 2017, a decrease in road accidents with injuries to people of 3%, a decrease in the number of people injured by 3% and a decrease in victims equal to 8%.

The safety of mobility is a priority for the State Police which, with its Traffic Police Specialties, has always been looking for advanced solutions in terms of technology, procedures and operational models, to guarantee more effective prevention and control services.

Medium speed controls with Tutor and Vergilius systems.

The use of the Tutor, divided into 39 sites, made it possible to ascertain 27 violations of speed limits from 2017 July 30 to 2018 November 45.389.

 

Contrast of driving under the influence of alcohol and drugs.

In the 2018 the extraordinary control campaign continued on the psychophysical conditions of the drivers of vehicles, with the joint use of the Traffic Police and doctors and health personnel of the State Police, for the investigation of the drivers of vehicles for the consumption of alcohol and of narcotics.

A total of 18 checkpoints have been activated - as of 2018 November 832 - with the use of 4.869 traffic police operators and 1.278 doctors and state police health personnel.

The controlled drivers were 34.362, 6,5% of which (equal to 2.229) was positive for alcohol with an alcoholic level higher than 0,5 g / l, while 1,6% (equal to 537 drivers) was positive at a or more drugs in the course of road tests. For these subjects (in addition to the precautionary withdrawal of the license, envisaged by the CdS) we proceeded to the collection of salivary samples on the road, sent to Rome at the Forensic Toxicology Center of the State Police for laboratory analysis. The latter confirmed the positivity to at least one psychoactive substance of 386 drivers, equal to 71,9% of those (537) tested positive on the road screening test, and to 1,1% of the overall controlled drivers.

 

Services against the so-called "Saturday Night Massacres".

Since the beginning of the year at 9 last December, on weekend nights (from 00,00 to 06,00 on Saturday and Sunday), Traffic Police and Arma dei Carabinieri have used patrols 158.111 in checkpoints, detecting 2.696 accidents (59 less compared to 2017) that caused victims 109 (9 less than last year). The drivers tested with ethers and precursors were 207.862 (-10,6%), 5,2% of which (equal to 10.763, of which 9.187 men and 1.576 women) tested positive on the BAC (in the 2017 the percentage was of 5,1%). The people reported for driving under the influence of drugs were, instead, 375. Vehicles seized for 547 confiscation.

In accordance with the objectives outlined in the Memorandum of Understanding between Minister of the Interior and Minister of Infrastructures and Transport of July 2009, the Traffic Police, during the 2018, continued to give a strong boost to the control services in the professional transport sector (also carried out jointly with the personnel of the Land Transportation Department with the Revision Mobile Centers).

The data at 30 November 2018 are:

  • Services performed: 3.315;
  • Traffic police operators employed: 17.784; Ministry of Infrastructure and Transport operators: 5.256;
  • Controlled heavy vehicles: 40.608, of which 6.504 (equal to 16%) foreign
  • Verified infringements: 31.211; withdrawn licenses: 379; circulation cards withdrawn: 658.

 

School trips in safety.

In addition, during the 2018, in agreement with the Ministry of Education, University and Research, initiative controls were initiated or on the recommendation of the school institute aimed at the control of buses intended for the transport of school children for trips. or educational trips. In the first 11 months of the year, 16.668 buses were checked, of which 2.261 showed at least one irregularity, for a total of 3.471 infringements. 35 driving licenses and 54 registration cards have been withdrawn. Since the start of the initiative, in 2016, 43.061 controlled buses have been 31.023 at the request of the schools. Those that had one or more irregularities were 6.511; 9.278 the infractions detected with 121 licenses and 158 withdrawn circulation cards.

 

High Impact Operations.

From the 1 January to the 31 December 2018 to the services scheduled on a regional level, specific devices have been planned nationwide, according to the model of "High Impact Operations", to the extent of about 4 per month, to submit a massive control of particular sectors of transport and verify compliance with specific regulations aimed at safeguarding road safety. The devices have been programmed and implemented by specially trained personnel in areas of circulation where violations are a general danger to the safety of citizens.

The transactions in question concern the following sectors which, at the December 20, recorded the results indicated below:

  • Safety belts and restraint systems (12 operations - 130.672 controlled vehicles and 46.006 ascertained violations of which 15.089 refer to specific regulations);
  • Compulsory insurance (7 operations - 51.632 controlled vehicles - 15.945 disputed violations of which 2.182 to the specific regulation);
  • National and international road haulage of persons (5 operations - 6.542 controlled vehicles and 1.757 ascertained violations of which 816 to the specific regulation);
  • Transport of live animals (5 operations - 12.379 controlled vehicles and 6.564 ascertained violations of which 244 to the specific legislation);
  • Transport of dangerous goods (3 operations - 14.151 controlled vehicles and 9.876 violations ascertained to the specific regulation);
  • Exceptional transports (2 operations with 210 controlled vehicles and 33 violations ascertained to the specific legislation);
  • Transport of food substances (5 operations - 18.981 controlled vehicles - 8.342 ascertained violations of which 381 to the specific regulation);
  • Proper use of telephones driving vehicles (5 operations - 96.870 controlled vehicles and 5.807 ascertained violations related to specific regulations);
  • Tire efficiency status (3 operations - 31.487 controlled vehicles - 10.981 ascertained violations of which 1.356 to the specific legislation).

The "High Impact" controls have already been reprogrammed throughout the 2019.

 

Judicial police activity.

As part of the specific activity to combat illegal traffic in vehicles, a priority given by the Specialist judicial police teams, 78 people were arrested in the reference year and reported to the 746 AG; the vehicles seized were 594, while the investigative activity led to the identification of additional 463 vehicles, mainly abroad. Fraud investigations, in particular for insurance fraud, alteration of the speedometer and illegal driving licenses, have allowed 13 to be arrested and 830 reported to be in a state of freedom.

On the motorway network, the intensification of direct services in priority line to counter the phenomena of theft and robbery of hauliers, commercial businesses and users in transit allowed to arrest 63 people and report them to the AG 277.

Lastly, the results achieved in the sector of checks to businesses connected to the circulation of vehicles were significant. In particular, 5.011 exercises between body shops, car repair shops, driving schools, auto-breakers, car showrooms were subject to control and 1.956 were detected violations. Among these, for 359 cases the administrative seizure was carried out while for 273 violations the criminal seizure was carried out.

Overall, in the current year (data consolidated at 15 December) the Specialty has carried out 788 arrests, 19.251 complaints in a state of freedom and seized 846 vehicles.

 

Information campaigns and road education.

Numerous information and education campaigns during the year.

  • The Icaro road safety campaign - now in the 18 edition - promoted by the State Police in collaboration with the Department of Psychology of the "Sapienza" University of Rome, the Ministry of Infrastructures and Transport, the Ministry of Education, University and Research, the Moige (Italian Movement of Parents), the ANIA Foundation for road safety, the Italian Cycling Federation, the SINA company of the ASTM-SIAS motorway group, Enel Green Power Spa, the Autostrade del Brennero group. This year the initiative focused on the topic of driving distraction due to the completion of several actions at the same time (so-called Multitasking).
  • the Biciscuola project - promoted by RCS Sport - La Gazzetta dello Sport and in collaboration with MIUR. It is an initiative related to the Giro d'Italia and addressed exclusively to primary schools throughout Italy in order to raise awareness among young people of respect for the environment and the rules of safety and road education.
  • The #buonmotivo education campaign in collaboration with ANAS SpA, aimed at sensitizing road users on the risks deriving from improper or imprudent behavior.
  • "Open Centers" - Training seminars organized in various Italian regions as part of a Memorandum of Understanding signed between Enel Green Power and the State Police and aimed at schoolchildren in the area in order to spread the culture of legality and road safety .
  • Training seminars organized in different Italian regions as part of a Memorandum of Understanding signed between Enel SpA and the State Police and aimed at employees of the Enel Group in order to spread the culture of legality and prevention of road accidents with particular reference to ongoing accidents.
  • "Guida Sicura" - Training seminars organized throughout Italy as part of a memorandum of understanding signed between Poste Italiane SpA and the State Police in order to make Poste Italiane's employees aware of road safety and prevention of road accidents and, in particular, those in progress.
  • Children in Auto, in collaboration with the Ministry of Health, the Ministry of Infrastructures and Transport and the main Paediatricians Associations, to make adults aware of the importance of using child restraints in the car as well as on all the aspects related to their safety when traveling by car.
  • "Winter in safety" and "Safe holidays" - also in the 2018, campaigns have been carried out in collaboration between the State Police, Assogomma and Federpneus, on the correct equipment and efficiency of the tires during the winter and summer periods. The collaboration took place by carrying out targeted road checks.
  • "Chiron - on the side of the victims". The Chiron project for accident victims is designed for police operators who are called to intervene in conditions of strong emotional impact such as that which occurs as a result of an accident. The project provides support and training to the subjects involved (actively and passively) in the management of a traumatic event. Partners of the initiative are the Sapienza University of Rome - Department of Psychology and the ANIA Foundation.
