Minister Orlando signed the decree for the adoption of the guidelines on the relationship between public administrations and third sector entities, following the agreement ratified in the last session of the Unified Conference.

The provision represents the point of arrival of a path of fruitful collaboration between the Ministry of Labor and Social Policies, Regions, Local Authorities and the Third Sector, in the common awareness of all the actors about the strategic importance of the collaborative institutes envisaged by the Third Sector Code. (co-programming and co-planning), as an authentic expression of the constitutional principle of horizontal subsidiarity.

Through these guidelines we want to provide support to public administrations which, within their autonomy, are called to give concrete application to the rules of the code dedicated to the involvement of third sector entities.

In this way, in line with the recent jurisprudence of the Constitutional Court, services and interventions aimed at raising the levels of active citizenship, cohesion and social protection can be implemented, according to an approach that, instead of being based on the logic of profit, is focused on convergence between public administration and the third sector towards shared objectives and activities, supported by the provision of public and private resources. Collaborative tools could constitute an additional tool to be used both in the implementation of the national recovery and resilience plan and in the new programming of the European structural funds.
