Flexible early retirement with at least 62 years of age and 41 years of contributions (Quota 103)

Update of the liquidation procedures

INPS has updated the procedures for defining applications for flexible early retirement for workers enrolled in the Compulsory General Insurance and in the substitute and exclusive forms managed by INPS as well as in the separate management.

Please note that the personal data requirements (62 years of age) and the contribution requirements (41 years of contributions) must be completed no later than 31 December 2023.

The right to flexible early retirement, achieved in 2023, allows access to retirement at any time after the opening of the so-called window:

  • after a period of three months from the date of accrual of the requirements, for workers employed by employers other than public administrations and for self-employed workers; in any case, the effective date of the pension cannot be earlier than 1 April 2023;
  • after six months from the maturation of the requisites, for employees of the Public Administrations (article 1, paragraph 2 – legislative decree 30 March 2001, n. 165); in any case, the effective date of the pension cannot be earlier than 1 August 2023.

The modalities of access to the pension for AFAM and school staff remain confirmed, respectively on November 1st and September 1st of the year in which the requirements are met. The latter are considered achieved even if completed after the dates indicated but in any case within the calendar year.
