The collaboration between the Ministry of Economy and Finance and Cassa Depositi e Prestiti will allow central administrations and local authorities to take advantage of consultancy and technical assistance services for achieving the objectives of the National Recovery and Resilience Plan
The collaboration between the Ministry of Economy and Finance (MEF) and Cassa Depositi e Prestiti (CDP) on initiatives to support public administrations in the planning, definition, implementation, monitoring and evaluation of the interventions of the National Plan of Recovery and Resilience (PNRR).
The common goal is to strengthen the administrative capacity of Public Administrations (PA) to seize the opportunities of the PNRR, accelerate the implementation of investments, facilitate compliance with deadlines and the achievement of objectives and targets.
The framework agreement signed today establishes the modalities for activating CDP to support central administrations and local authorities in the context of the PNRR. The agreement will lead to the definition of the so-called “Activity Plans” for each Ministry which will contain a detailed description of the initiatives to be carried out. Furthermore, by virtue of specific conventions, the administrations that carry out the PNRR interventions at a territorial level will be able to directly make use of CDP (and of companies directly or indirectly controlled by it) for assistance and technical-operational support activities, for the management of funds and related activities.
In detail, the support interventions envisaged in the Framework Agreement will concern:
- assistance to PAs in planning and planning interventions and in defining priorities (strategic context analysis, impact assessment, etc.);
- the identification of investment lines to be implemented through public-private partnership procedures;
- support for monitoring and verification of compliance with milestone and target implementation timelines (qualitative and quantitative objectives respectively) and the principles of gender equity, enhancement and protection of young people and reduction of territorial gaps;
- assistance to potential beneficiaries of the funds in the preparatory stages for the preparation of applications for funding;
- technical assistance to public administrations that carry out selective procedures aimed at allocating funds, also through support for the development of dedicated IT applications for the management of PNRR intervention lines.
The strong propulsive thrust and coordination by the MEF will facilitate the implementation of the activities carried out by CDP towards the Administrations.
