Post Conflict: "Russian responsibility and burdensome reconstruction of Ukraine"

(by Giuseppe Paccione) With unprecedented speed, the international community responded immediately to requests from the authorities Kiev around the responsibility for international crimes committed on its territory by Russian troops and non-state actors who flank themilitary special operation desired by Putin. This effort to secure criminal responsibility is of very high importance, but it is only part of what international society must do to support Ukraine.

After the start of the war occupation perpetrated by Russia against the Ukrainian territory, the International Criminal Court initiated the investigations. Many politicians and internationalists have also called forinstitution of a Special ad hoc court to punish the central organs of Moscow that have committed the crime of aggression against a sovereign and independent state. The intervention of the Human Rights Council, an Unusian body, was no less than that, after having expelled from Russia, set up a commission of inquiry on the Russian responsibility for violating human rights on Ukrainian territory. Obviously, non-governmental organizations and the center for information resilience who have worked for to preserve evidence for the trial after the Russian-Ukrainian conflict.

The reconstruction of Ukraine

Clearly, the interest in the issue of the responsibility of international organizations must not conceal the need to support the reconstruction of Ukraine which was discussed in the IMF - International Monetary Fund. Of course, i Costs to restore the whole of Ukraine to its splendor are really huge.

Certain efforts, of course, which aim to frame responsibility, could be useful for the reconstruction of the Ukrainian nation. Ukraine using i legal proceedings before the International Court of Justice as a step to obtain compensation is, without a doubt, an excellent way to start the reconstruction campaign of the entire country, devastated by the war wanted by Putin. However, the needs of the Ukrainian people to be borne by Russia, responsible for the aggressive act, most likely they will go beyond what the Russians could ever provide, given that we are talking about hundreds and hundreds of billions of dollars.

Certain occasions for convergence in this space require thinking beyond the traditional parameters of responsibility. Consider, for example, the problem of heritage sites Ukrainian cultural heritage, also protected byUNESCO, which verified i damaged cultural sites in Ukraine, destroyed quickly and which now require efforts by the international community for the protection and future restoration. L'Organization for Security and Cooperation in Europe, has published a relationship relating to violations of international humanitarian law and human rights, war crimes and crimes against humanity committed in the Ukrainian territory from 24 February onwards, where he specified that the destruction of cultural property by the Russians constitute real war crimes.

In general, the Ukrainian nation's reconstruction effort will involve broad support from the entire international community. The detailed project of the Center for Economic and Political Research testifies to the complexity of such a reconstruction operation, especially on the part of many states which, after two years of pandemic, have to solve internal economic problems. Consequently, to obtain a satisfactory result, large sums of money are required, which is not very simple, for a possible realization of a Marshall plan for Ukraine. Of course, essential elements such as good governance and security are mainly needed for this reconstruction to be achieved. These factors will also affect the sphere of transitional justice that the Ukrainian people will have to face in the post-war period. These and the issue of human rights need to be addressed in the context of United Nations, who are monitoring the situation of many Ukrainians who are returning to their country.

Therefore, the wishes of the many Ukrainian refugees, who fled from the fumus persecutionis of the Russian aggressor, who are temporarily guests in many countries of the European Union, to return to their homes and roll up their sleeves to rebuild their communities destroyed by war, without having to neglect the appeals that the Ukrainian people are also launching in favor of the long-term project of rebuilding their country and their lives.
