Public transport, new guidelines approved

   

The "Guidelines" for public transport of the Ministry of Infrastructures and Transport with the organizational measures to contain the spread of Covid-19 and the methods of informing users have been approved at the Unified Conference.
Some innovations are introduced to increase the capacity of public transport in safe conditions, to favor the orderly resumption of school, economic and cultural activity in the country.
The differentiation and extension of the opening hours of offices, shops, public services and schools of all types and levels is important to modulate the mobility of workers and consequently prevent the risks of aggregation connected to the mobility of citizens. Whenever possible, the promotion of sustainable mobility (bicycles, e-bikes, etc.) is recommended.
Furthermore, in order to increase the journeys of means of transport, especially during peak hours, cars for use by third parties can also be allocated to scheduled services for the transport of people through simplified procedures for the assignment of services.
In the Budget Law, the Government provides for the allocation of 200 million for the Regions and 150 million for the Municipalities and Provinces for the additional transport services considered essential for the start of the school year.
The resources already foreseen for the lost revenues of the Tpl companies can in fact also be used for additional services.

On board public transport means of local transport, regional rail transport vehicles and school buses of dedicated school transport, in consideration of the scientific evidence on the assumption of the average residence times of passengers indicated by the available data, a filling coefficient is not allowed. more than 80%, providing for a greater reduction in standing places compared to seated ones.

In order to increase the filling rate of the means of transport, removable separations can be installed between the seats. An agreement is underway between MIT-INAIL and IIT to identify the suitable material to allow the separation between one session and another, in order to allow an almost total filling index of the vehicles. Transport companies can initiate autonomous forms of identification of suitable material to be submitted to the CTS health certification.
Special dispensers must be installed on subways, buses and all local public transport vehicles, even gradually starting from the most crowded vehicles, for the distribution of hydro-alcoholic solutions for frequent hand cleansing.
The service management companies must provide forms of communication, on every means of transport, on the correct use of Personal Protective Equipment.

In local public transport, the spacing of one meter is not necessary in the case of people living in the same housing unit, as well as between relatives and people who have stable interpersonal relationships. In the eventual phase of ascertaining the violation of the interpersonal distancing prescription, a self-declaration can be made.
Finally, it is recommended to use the “Immune” App for the purpose of controlling the spread of the virus.
