Resolution of the Central Control Section on State administrations: "The military health system, in 2018, made use of approximately 6300 units, including doctors, nurses, health aides, technicians, and related operational logistic support, articulated on two rates: that of support healthcare, of a hospital nature and equal to 2.460 units, and that of adherence, operating in contact with members of the Defense, equal to 3.838 units ”.
This is what is revealed by the central control section on the State administrations of the State of the Court of Auditors in the report on "The Military Health Service", approved by resolution no. 16 / 2019 / G, which intends to verify the fulfillment of the reductions in organic equipment in the sector established by law n. 244 / 2012 containing "Delegation to the Government for the revision of the national military instrument" and the simultaneous maintenance of the operating efficiency of the sector, objective achieved considering the overall volume of the services provided.
The investigation activity required a widespread representation of the Military Health Service to highlight points of contact and diversification with the National Health Service and to lay the foundations for applying to the former, as far as possible - due to the different reference standards - and in via experiment, some of the standards of the second.
If in the three-year period 2012 – 2015 the envisaged cost reductions have been made, with a considerable decrease in the number of employees and charges, in the last three years there are no further significant personnel reductions. For this reason, the Court urges to pursue the relative implementation processes with adequate planning.
The overall cost of health care expenses charged to the Defense, for 2018, is 367.818.354 euro, equal to approximately 0,32% of that incurred by the National Health Service for the same year and, compared to 2017, decreasing by about 1,2 million .
With reference to efficiency, according to the Court, it is necessary to pursue the reduction of agreements for consideration, the expansion of information systems, the strengthening of research activities, the simplification of financial planning procedures, the implementation of the principle of "Inter-contracting" and a more intense synergy with the NHS.
During the meeting of the Section “the purpose to cooperate emerged, both of the Ministry of Defense and of Health, facilitating, in particular, the desired regional agreements through the drafting of a shared regulatory framework and the contents of agreements , conventions and protocols ".
