Full recognition of the "pre-role" service and Teacher Card extended to fixed-term contracts

The "safe-infringement" decree-law approved by the Council of Ministers on 7 June has been published. The provisions of interest of the Ministry of Education and Merit concern the recognition of the service performed before being placed in the role for the purpose of career reconstruction and the extension of the benefit of the Teacher Card to teachers with fixed-term contracts.

"We have resolved a dispute that had lasted for years, guaranteeing the rights of precarious personnel and safeguarding the entire amount of the Teacher's Card", declared Minister Giuseppe Valditara.

Recognition of the "pre-role" service for the purpose of career reconstruction

The law intervenes on the Consolidated Law on Education, putting an end to years of litigation, so that the "pre-role" services, not fully considered by the laws in force, are recognized in full for the purposes of career reconstruction. Recognition of the "pre-role" service will now be ensured for teachers, both for legal and economic purposes, already at the time of requesting career reconstruction and after passing the trial period and obtaining confirmation in the role. For teachers, the greatest expenditure for career reconstruction is estimated at 17,3 million euros (calculated on the basis of those employed in the role in the 2021/2022 school year equal to 45.457).

The same intervention also overcomes the problem of integral recognition, for legal and economic effects, of seniority accrued in the services provided by ATA staff in schools and state educational institutions already in the first application of career reconstruction, with the consequent immediate inclusion in the corresponding salary range. For ATAs, the greatest expenditure for career reconstruction is estimated at 4,5 million euros (calculated on the basis of those placed in the role in the 2021/2022 school year equal to 12.042).

Extension of the Teacher Card benefit to teachers with fixed-term contracts

The regulation extends the benefit of the Teacher Card, with an unchanged amount of 500 euros, also to teachers with an annual supply contract on a vacant and available position (until 31 August). The use of the Charter is extended to approximately 83.000 substitutes a year. To ensure the expansion of the audience of users, the funding of the Teacher's Card is increased by 10 million euros.
