The Ministry of Education and the trade unions have signed the Memorandum of Understanding for the safe start of the school year 2021/2022 in compliance with the rules for containing the spread of Covid-19.

A technical note to schools will also follow which will refer, in particular, to the use of the green pass.

“We are taking every action necessary to ensure the return to the classroom with targeted and timely interventions - underlines the Minister of Education, Patrizio Bianchi -. The agreement reached with the trade unions is a further step and testifies to the common commitment to guarantee every student the right to be able to return to school safely and in presence, recovering the relationship with their classmates, teachers, sociality ".

“We continue to collaborate, each for their own share of responsibility, to support educational institutions in their work, to give answers to families and guarantee the right to study for every student. We have already allocated over 2 billion for back to school. We have been working for months - continues Bianchi -. With the Protocol that has just been signed, we have intervened in support of the most fragile situations and people. As far as distancing is concerned, we intervene where there are the most numerous classes, which are concentrated above all in the secondary schools of the urban suburbs. We have resources already allocated for these situations, funds which we will now distribute quickly. The schools, then, in agreement with the local health authorities and the extraordinary Commissioner, will be able to intervene in favor of the most vulnerable, specifically those who are not vaccinable and who are therefore also the most exposed to contagion. Targeted interventions, therefore, in favor of the most difficult situations for a school that wants to reopen without forgetting anyone ".

The Protocol is part of the tools made available to better plan the return of female students and students, it takes into account the latest opinions of the Technical-Scientific Committee for the emergency, the provisions of the Ministry of Health, the current legislation.

There will be a Help Desk for schools, which will start at the end of August, and territorial discussion tables at the Regional School Offices for a capillary management of the emergency.

The collaboration with the Extraordinary Commissioner for the supply of gels and masks will continue, including those that serve to encourage the inclusion of deaf pupils and pupils, as well as the collaboration with the Ministry of Health and the territorial departments of prevention to support the schools. The Ministry of Education will continue to work with that of Health also to guarantee a preferential lane to expand the number of vaccinated personnel.

Staying at home confirmed in case of temperature above 37,5 ° or other flu symptoms. There are procedures for managing entrances and exits, in order to avoid gatherings, and specific indications for the daily cleaning of spaces.

The Protocol identifies the provisions for: aeration of spaces (the exchange of air must be constantly guaranteed, including through mechanical tools), canteen management, carrying out the Pathways for skills and orientation (PCTO), activities in boarding schools, in the Provincial Centers for Adult Education (CPIA), use of school premises by external subjects, management of symptomatic cases. Confirmed the psychological and pedagogical-educational support for staff, female students and students.

The Ministry of Education will be committed to giving maximum support to schools, also guaranteeing ATA staff with fixed-term contracts, where necessary, for the management of the emergency, to relieve schools from excessive management burdens. Targeted actions will also be implemented, as underlined by Minister Bianchi, for interventions in schools with particularly large classes.
