The Disability Decree arranges in a single text the rules relating to disability due to the service of Defense Military Personnel, on duty and on leave, placing the issue among the ministerial priorities.
All this is aimed at encouraging the development of active and shared policies in this area, promoting synergistic and joint management of support measures. Objectives that will be pursued and achieved through the capabilities of the Defense, which can also be expressed in a complementary perspective with socio-inclusive educational, training and therapeutic projects, to be shared with other public and private institutions in the sector.

The Decree contemplates important passages, such as the codification of the figure of the Veteran of Defense, the establishment of the related Defense 'Veteran's Day' to be celebrated annually every 11 November to encourage awareness-raising initiatives on disability and on the problems that afflict the many forced to deal daily with all its forms, of a physical and psychological nature, stimulating a constructive reflection on the need to give rise to an equitable, dialoguing and inclusive society, with the competition of all in contributing to the overcoming of all forms of exclusion, due to physical, cognitive, sensory or cultural barriers, and in fully promoting the universal right of persons with disabilities to take an active part in every area of social life.
Of equal importance, then, is the definition of a precise management architecture, homogeneous, coordinated and synchronous at the various levels - individual Armed Forces and Carabinieri, Defense Staff, Cabinet Office - to address the policy in an even more attentive and incisive manner. of the disabilities of Defense personnel, with the appropriate requirements of linearity, competence and intelligent inter-force compliance. The creation of aJoint Disability Technical Project Group ', with functions of observatory on the matter and of identification, discussion, study, feasibility assessment - also from a financial point of view - and proposing initiatives to be adopted, including of an ordering or regulatory nature, to facilitate the management of disability within the Dicastery.
